OBJECTIVES OF THE PROGRAMME
The WHO’s Health Emergencies Programme (The Programme) aims to build the capacity of Member States to manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.
Within WHE, the Emergency Operations (EMO) Programme Area is responsible for ensuring that emergency-affected populations have access to an essential package of life-saving health services. This includes establishing comprehensive incident management for coordinated action in all graded and protracted health emergencies, assisting and coordinating the implementation of health operations to agreed standards through partner and WHO operational networks as well as providing supplies and logistical services and operational support for all graded and protracted health emergencies. EMO also guides strategic policy development and inter-agency relations for the Programme.
DESCRIPTION OF DUTIES
- The incumbent plays a crucial role in ensuring the successful implementation of the WHE Field Presence health programs by supporting the strategic and operational planning, budgeting, resource allocation, monitoring, evaluation, and reporting functions. The incumbent also ensures that these functions adhere to WHO’s guidelines and standards. Additionally, the incumbent facilitates strategic dialogue between the Gaziantep Field Presence (GZT) and stakeholders related to planning and operations.
Key Responsibilities:
- Work closely with the Gaziantep WHE Lead and technical staff to implement a one-planning and monitoring approach. This approach is aligned with WHO’s Whole of Syria (WoS) emergency operations to guide the Field Presence’s activities.
- Facilitate and promote technical discussions and dialogue during strategic and operational planning processes between the Field Presence and stakeholders.
- Support in the planning, monitoring, analysis, and reporting of program initiatives to ensure quality outcomes and inform strategic decisions.
- Support the coordination of result-based management for the Gaziantep WHE Field Presence under WoS emergency operations.
- Collaborate with the resource mobilization team to ensure appropriate budget allocation for each program.
- Work with technical teams to ensure the proper use of funds, including thematic and voluntary contributions, to achieve program results.
- Organize program management meetings, coordinate related activities, and ensure that follow-up actions are carried out as agreed with stakeholders.
- Ensure the resource mobilization team has access to all relevant information and data needed for donor proposals.
- Support the drafting and developing relevant documents, including needs assessments, project proposals, reports, expenditure analyses, indicator tracking, and dashboards.
- Prepare elements for briefings, proposals, reports, and advocacy documents to support strategic decision-making.
- Perform any other tasks as assigned by the supervisor to support the overall functioning of the Field Presence.
REQUIRED QUALIFICATIONS
Educational Qualifications
- Essential: First university degree (bachelor’s level) in business administration, social/natural sciences, or public health. An accredited academic course, training and/or certification in programme planning or development implementation or monitoring and evaluation is required if not included in the degree qualification.
- Desirable: An advanced university degree (master’s level or above) in Business Administration, Management, social or natural sciences.
Experience
- Essential: A minimum of two (2) years of relevant experience in providing programme or project management services in public- sector, international development, or public health programmes at national or combined, national and international levels
- Desirable: Related experience with WHO, the UN System or international NGO work in the field of outbreaks and or health emergency response. Experience in implementing budget and finance, Monitoring & Evaluation.
Use of Language Skills
- Essential: Expert knowledge of English.
- Desirable: Working knowledge of Turkish and Arabic.
