JOB SUMMARY:

As a member of the regional team, the Monitoring, Evaluation , Accountability and Learning (MEAL) Advisor will support the region on achieving evidence of impact at scale supporting country teams capacity strengthening in both quantitative and qualitative data collection and leading data collection and analysis at regional level.
This position contributes to supporting MEAL elements on new strategies and proposals designs ; preparation of knowledge documents highlighting the impact of CARE’s programming, its innovations, lessons learned, and challenges; technical assistance to country office teams on sharing CARE MEAL tools and good MEAL practice ; technical assistance to country offices to the use of monitoring and evaluation findings to refine/ adapt project design and contribute to national-level education sector analyses and planning.
RESPONSIBILITIES:
Ensure country office MEAL captures reach and impact
- Strengthen capacity of country office staff to complete all phases of Project and Program Information and Impact Reporting System (PIIRS) processes.
- Ensure PIIRS data validation for accurate, timely data and impact is accurately captured in PIIRS and used in a timely manner.
- Organize sensemaking of PIIRS data to understand strengths, weaknesses and trends, and develop action plans to address them.
- Advise country offices on how to measure their impact, support evaluation scopes of work, and consultant selection to ensure quality.
- Advise country offices integration and measurement of systems level impact.
- Ensure evaluation management response and action plans are developed, disseminated and implemented, with all key stakeholders, including partners.
Ensure Program Quality Standards are met
- Improve performance on meeting minimum standards for Accountability and Adapting & Learning drivers in design and implementation.
- Strengthen data management capacity at project, program and country office levels to enable timely use of data for accountability, adapting and learning.
- In collaboration with DRD-PQ, increase awareness of CARE’s program quality standards, guidance and tools and strengthen capacity to apply them in practice.
Ensure strong MEAL designs in strategy and proposal designs
- Ensure that strategies and proposals developed at regional and country offices include a MEAL plans that enable capturing impact and have adequate resources and staffing for all MEAL activities.
- Strengthen capacity of country office staff to develop strong MEAL plans in proposals, including development of theories of change and indicator performance tracking tools.
- Ensure that proposals include the minimum number of donor required indicators CARE impact indicators and program quality drivers.
Development of knowledge products
- Using MEAL results develop impact briefs, case studies, publications, reports prepared jointly with external partners, and conference presentations.
- Package impact results and best practices for use in resource mobilization efforts. This includes the preparation of capacity statements; donor-focused products; and presentations/communications on the impact and reach of CARE’s programming.
- Support to country teams on using MEAL results to develop knowledge management products to further influence advocacy and resource mobilization
QUALIFICATIONS:
- Bachelors degree in social science or relevant field
- At least 8 years experience in senior management positions in monitoring and evaluation and program quality in development programs
- Relevant experience with reputable organisations in humanitarian and/or development fields
- Demonstrable experience with the development and implementation of MEAL systems and plans
- Demonstrable experience with the development and implementation of Feedback and Accountability Mechanisms
- Demonstrable experience with the management and implementation of evaluations and research.
- Demonstrated experience in developing MEAL strategy, frameworks, SOPs, tools and resources and documenting learnings including drafting case studies, learning briefs, etc.
- Excellent written, verbal English and presentation/communication skills.
- The ability to coordinate effective team work and to work effectively within a team
- Diplomacy, tact and negotiating skills
- Skills in using relevant data analysis software like Nvivo, Power BI, SPSS and/or STATA
- Knowledge of and demonstrated personal commitment to relevant organizational codes of conduct for emergencies, including anti-fraud and anti-corruption, safeguarding etc.
