Job Overview/Summary: This position will ensure that all grants financing, planning for budgeting, financial reporting requirements and financial management functions are performed in accordance with IRC and donor policy and procedures. Financial information is processed accurately and produced timely for review. Internal controls are regularly reviewed/ discussed with the Sr. Finance Coordinator with timely update. Staff training needs are timely identified and addressed through training workshops at both country office and field level.

Major Responsibilities:

Specific responsibilities within each functional area are as follows:

Budgeting and Reporting:

  • Supervise the preparation and revision of assigned grants.
  • Work with program and supply chain staff in preparing and/or revising grant budgets to support new proposals or realignments to ensure adequate grant coverage of country operating costs and headquarters costs.
  • Consolidate and update all grant pipeline information from Supply Chain, Program, Grants and Finance departments on a monthly basis and propose and prepare budget revisions as necessary.
  • Review and monitor all Budget versus Actual (BvA) reports in coordination with program and Operations on a monthly basis to ensure maximum utilization of budgeted amounts and to provide recommendations for realignments as required. This will also entail monitoring the project burn rates, consolidation of spending plan information from programs, finance and operations on a monthly basis.
  • Prepare assigned donor financial reports
  • Prepare the US federal funding Letter of Credit (LOC) report to HQ for relevant grants to ensure accurate and appropriate balances are included to facilitate grants implementation.
  • Preparation of monthly field expense reports and analyzing the use of unrestricted funding versus approved allocations.
  • Prepare required financial update to counterpart ministry.

Training and Staff Management:

  • Assist in providing training and support for the country office program and operational staff on budget proposals, revisions, pipeline and spending plan reports.

Grants Managing

  • Prepare, revise and maintain and supervise of all assigned grants
  • Maintain the grants financial documentation of the centralized grant filing system.
  • Provide technical support when needed in grant opening, closing and review meetings.
  • Prepare grants budget uploads for the Integra system.
  • Assigning D2s in new budgets.
  • Verify Sub Grants expenses reports.
  • Analysis of actual vs budget results to identify problems in accounting or compliance.

Key Working Relationship:

Internal: Sr. Finance Coordinator and Country Office Finance, Supply Chain, Grants and Program Staff.

Minimum Qualifications:

What should you have?

Education:

  •  Bachelor’s degree in accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting (CPA or equivalent certification would be preferred).

Experience:

  • Minimum of three (3) years of accounting and budgeting experience and one (1) year direct supervisory experience.
  • Experienced with various PC and financial related software (spreadsheets, accounting packages).

Competencies:

  • Must be able to function comfortably in a loosely structured but complex work environment, working and prioritizing multiple tasks.
  • Comfortable making decisions.
  • Good supervisory, time management and interpersonal skills.

Languages:

  •  Able to communicate effectively (written and verbal) in English with program staff, management and employees.

Myanmar nationals with relevant skills sets and proven
experience of working at international level are strongly encouraged.
