This position is located in the Regional Office for the Andean Region and the Southern Cone (ROCOL), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC), duty station in Bogota, Colombia. The incumbent will work under the overall guidance of the Senior Programme Officer and direct supervision of the Programme Officer (PROJUST area, Vulnerable Populations).
Responsibilities
Within assigned authority, the Assistant Programme Management Officer (Violence Prevention) will be responsible for the following duties:
- Assist with technical and financial projects along with local, national, and regional counterparts on issues related to population-based approaches, human trafficking, and migrant smuggling in order to ensure proper enforcement.
- Support the technical support to the governments of the nations that comprise the Office for the Andean Region and the Southern Cone in order to improve their ability to respond to population-related issues, human trafficking, and migrant smuggling, and to ensure that the agreements and protocols on these subjects are appropriately implemented.
- Draft and review documents, tools, handouts, or material for the provision of specialized technical assistance, information sessions, presentations, and technical proposals for the implementation of actions in the countries of the region.
- Contribute to dialogue spaces with new regional, national, and local donors and counterparts, as well as with UNODC global programs to strengthen projects related to violence prevention, the generation of new agreements, and the ongoing improvement of their methodologies.
- Advise the work teams located in the Andean Region and the Southern Cone in close contact with the coordination of the national offices to ensure the proper implementation of violence reduction programs.
- Collaborate, follow up and report the component projects, based on the indicators of the project documents and the obligations and deadlines, in total coordination with the support areas to ensure compliance.
- Support new interinstitutional alliances with public or private players focused on generating synergies to strengthen violence prevention projects.
- Support the staff of the component by means of providing guidance, training, and information about their duties according to their individual work plan and strategic planning objectives.
- Advise project leaders to foster:(1) the feasibility of independence in projects within territories; (2) follow-up of the public policy cycle; (3) community engagement; (4) the influence on regulatory reforms; (5) knowledge management; and (6) the creation of new tools and methodologies associated with the Component.
- Attend meetings about the topics that are part of the component with governments and advisory entities in the region.
- Carry out other work-related tasks when necessary.
Education
- An advanced university degree in economics, Law or Social-Sciences related fields. Instead of this higher education degree, a bachelor’s degree plus two more years of relevant experience may be accepted.
Work Experience
- A minimum of two years of progressively responsible experience in developing strategies, plans, and projects against human trafficking and migrant smuggling with a first-level university degree is required. The minimum years of work experience is reduced to 0 for applicants with an advanced university degree. Prior experience coordinating small to medium-sized teams is desirable. Work experience in planning and public policies is desirable. Work experience with UN regulations, standards, procedures, policies and strategies is desirable. Experience in data analysis or related areas is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish is required. Knowledge of another United Nations official language is an advantage.
