The UNDP Tajikistan Rule of Law and Access to Justice Initiative consists of four projects: the Access to Justice in Tajikistan (‘Access to Justice’), Project the Strengthening Rule of Law and Human Rights to Empower People in Tajikistan (‘Rule of Law’) Project, the Supporting Women’s Legal Education Project and the Stop Gender Based Violence Project. 

This position is housed in the Access to Justice and the Rule of Law projects. The Access to Justice Project is funded by the Swiss Development Corporation (SDC) and implemented by UNDP in a consortium partnership with Helvetas Swiss Intercooperation. The Rule of Law Project is funded by the Ministry of Foreign Affairs of Finland and is implemented by UNDP. 

The goal of the Rule of Law and Access to Justice Initiative is to improve access to justice for everyone in Tajikistan.  Specific project goals for the two projects related to this position include the creation and implementation of a system of state administered and state funded legal aid centers (LACs); supporting the capacity development of the Supreme Court on international standards of fair trials; implementing the national Rule of Law Policy Dialogue at both the national and regional levels; developing capacity in state institutions, particularly the Ministry of Justice; providing assistance to the Government of Tajikistan in acceding to and complying with various international conventions on human rights; supporting digitalization at the Supreme Court; enhancing the capacity of civil society organizations to engage with the government, and public education and outreach.  Both of the projects also seek to empower vulnerable populations, particularly women and people with disabilities. 

Under the overall supervision of the Team Leader/Governance and direct supervision of the Project Manager the Capacity Development Analyst will be responsible for overall implementation of the Capacity Development component of the Access to Justice and the Rule of Law projects. 
 

Duties and Responsibilities

Capacity Development Advice and Analysis 
  • Engage stakeholders on capacity development and assess capacity assets and needs;
  • Formulate and implement a comprehensive capacity development response;
  • Monitor and evaluate the project activities to ensure optimal delivery and quality, and provide analysis for necessary adjustments; and
  • Evaluate impact of capacity development for key judicial and legal institutions in order to enforce rule of law reform and implementation, i.e. Ministry of Justice and subordinated bodies, Supreme Court, Office of Ombudsman, CSOs and other relevant institutions.

 Programme support 

  • Provide programmatic support to the Project Manager in planning and implementing programme activities in accordance with the programme document including supporting the preparation of the Annual Work Plan and draft budgets, organization of workshops and seminars, liaison with contractors, ensuring quality of products and documents provided by vendors, etc.;
  • Prepare Terms of Reference for consultants, experts and service providers and lead the selection, recruitment and development of mission programmes of international and local experts, as required according to UNDP rules and regulations;
  • Support the Project Manager in supervision of consultants and activities of implementing partners; 
  • Facilitate information exchanges between the four projects under the Initiative;
  • Contribute to reports regarding the work of the Projects; and
  • Provide support in financial procedures to the Project in accordance with UNDP policies.  

Coordination, Cooperation and Resource mobilization 

  • Assist the Project Manager in establishing trustful relationships and maintaining continuous and constructive dialogue with the government, civil society, local communities, donors and other partners to maximize consistency and synergy on rule of law reform and access to justice initiatives, and to maximize impact and results; 
  • Provide regular Situation Analysis on Rule of Law and Human Rights situation in the country. Based on the analysis, support the development of concept ideas on future project interventions. 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Capacity Development Analyst under the direct supervision of the Project Manager and overall guidance of the Programme Specialist for Governance, Rule of Law and Human Rights, is responsible for the implementation of activities related to rule of law and access to justice policies and reforms. The Capacity Development Analyst will supervise and guide the work of consultants and implementing partners working on the Access to Justice and Rule of Law projects.  The Capacity Development Analyst is expected to support the work of the Rule of Law Initiative in all four projects, primarily to inform and guide the Project’s work with exchange of information and relationship management.  The Capacity Development Analyst will work in close partnership with the Legal and Policy Officer, the E-Justice Coordinator and the Project Associate.

Required Skills and Experience
 
Education:
  • Master’s Degree in Law or a related field such as Political Science, International Relations, or Governance is required; OR
  • Bachelor’s Degree in Law or a related field such as Political Science, International Relations, or Governance in combination with additional two (2) years of qualifying experience will be given due consideration in lieu of master’s degree.   
Experience:
  • Applicants with a Master’s degree  in a relevant field of study are not required to have professional work experience. 
  • Applicants with a Bachelor’s degree  are required to have a minimum of two (2) years of relevant professional experience in the area of rule of law or access to justice or human rights or in capacity building or in monitoring and evaluation of rule of law or human rights projects. 

Required Skills:

  • Proficient in the usage of computers and office software packages (MS Word, Excel, etc.)

Desired Skills:

  • Five years’ experience working at national or international level on rule of law, human rights, or justice sector issues. 
  • Demonstrated experience working in justice sector organizations in Tajikistan such as civil society organizations working on rule of law/human rights, government justice sector agencies, law related academic institutions, or law related public organizations or law firms. 
  • Experience in writing reports, research articles or policy or strategy papers. 
  • Experience working with the UN or other international organizations on rule of law, access to justice or human rights. 
  • Experience on working on issues related to concerns of vulnerable populations such as women, people with disabilities, children, or refugees. 

Required Languages:

  • Fluency in English, Tajik and Russian is required.
