GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed, or political affiliation.
GENERAL OBJECTIVE
- To guarantee the respect of the general humanitarian policy of OCBA
- To ensure the highest possible quality standard of the intervention in accordance with the medical, logistic, supply, financial, human resource and communication policies of OCBA
- To ensure a rapid & qualified supply chain deployment of the intervention plan.
- Overall contribute to develop the expertise of OCBA.
- To conduct supply support activities at HQ level & Regional Emergency offices when required.
MAIN ACTIVITIES

Response to emergencies
- Plans and organises all supply chain activities, resources & structures.
- Follows up international, regional & local supply process.
- Evaluates potential supply markets at local & regional level.
- Provides support to logistics, medical & financial emergency coordinators for orders follow up, stocks updates, expiry dates, consumptions, expenses, budgets, etc
- Identifies the best transport options at local, regional & international level for all freights.
- Organises the logistic stock and provides logistical support to pharmacy staff for adequate storing, packing and pharmacy management.
- Ensures the necessary measures to avoid theft or any type of damage to MSF properties.
- Defines job profiles & participates in selection of all supply staff.
- Follow up, evaluate & train the staff on supply chain standards.
- Ensures supply recording, logistic management tools & inventories are performed correctly.
- Participates in elaboration of reports (Sitrep, Logistic & Supply Report, etc).
- Report in regular basis to Emergency Logistics coordinator in the progress and constraints on the supply operations.
- Implement 1st finance and supply procedures in emergencies to procure goods maintaining control of budget and validations.

Emergency preparedness
- Participating in preparing training sessions organized by MSF OCBA. Providing technical advice on emergency supply management (planning, manuals, materials…).
- Participating in updating and adapting Emergency stocks.
SELECTION CRITERIA
- Essential working experience of at least two years in supply chain activities related jobs, and MSF experience of minimum 6 months as supply manager in emergencies.
- Experience in managing supply chain teams.
- Fluent (master them as working language) in two of the three following languages: Spanish, English and/or French. Other languages are an asset.
CONDITIONS
- Homebased position when not deployed in the field during interventions.
- Salary defined by the MSF-Spain salary grid (level 10 IRRFG). Subjected to Emergency Unit Pool conditions and benefits.
- Duration: minimum commitment of 1 year.
- Starting date: As soon as possible.
