General Description of the Role (Brief):

The position holder will be responsible for the revision and preparation of quality reports and their timely submission to partners. He/ She will also ensure support in the organization’s business development and expansion through diversification of partners and submission of quality Concept Notes and Proposals.

Reporting and documentation: 50%

·         Prepare a master reporting schedule for all projects and make sure that all Project leads adhere to the deadlines.

·         Ensure the revision of all reports and improve their quality before submission to the Country Programs Manager or relevant Project Managers.

·         Collect and compile data from relevant departments and prepare quality, monthly, quarterly and annual reports

·         Work closely with M&E and Media units to produce quality Media documents to be shared with external partners such as Newsletters, Brochures, media reports, case studies.

·         Attend coordination meetings, prepare, and share meeting minutes.

·         Work closely with MEAL unit to ensure that Lessons learned are well captured and stored

·         Attend BVA and ITT meetings with Program Manager, Project leads and relevant departments representatives and draft actions and follow up plans.

Contribution to Business Development: 40%

·         Lead and coordinate program technical leads in preparing Concept Notes and Ensure donor mapping in the areas of interventions.

·         Prepare and update AFH general Portfolio regularly as well as sectors portfolios to be shared with different donors and partners

·         Coordinate with MEAL team and recommend assessments as per the strategic orientation of the organization

·         Identify, where appropriate, relevant/competitive agreements (consortia, regional projects, etc.) and facilitate negotiations.

·         Design and develop quality Concept Notes and Proposals as per donor strategies and AFH’s strategic orientation.

·         Enforces adherence to proposal development and submission deadlines.

·         Observe donor strategies and priorities to anticipate calls for proposals and identify bidding opportunities.

·         Ensure to brief Program team on donor strategies and trends

·         Engage with identified donors to understand their perception of AFH’s current programming and identify their areas of interest to target fundraising efforts.

·         Organize final presentation of concept notes and project proposals to donors.

·         Check, prior to submission, that the final project proposal/concept note meets donor guidelines and expectations, consistency between budget and technical description, and overall quality

·         Takes a lead role in post proposal debriefing meetings to discuss the process and identify lessons learned

·         Takes a lead role in managing capture and proposal development team(s) from pre-positioning, to preparation, to solicitation release, to submission and after-action reviews, under the oversight of the Head of Programmes.

Programme Quality and compliance: 10%.

Support the Senior Program and compliance Officer in conducting the following tasks:

·         Ensure that all projects have project management plans and tools in place (Procurement plans, Detailed Implementation plans, Recruitment plans, MEAL plan…

·         Ensure that Project leads are aware of the donors/partners specific rules and procedures.

.        Ensures that projects’ implementation is conducted in total compliance with donor/partner requirements.

 

Qualifications & Preferred Skills

Required Skills and Abilities:

·         At least 3 year’s professional work experience in Programs development and donor relations

·         3 years’ previous experience with NGOs

·         Excellent proposal writing skills

·         Excellent English both written and spoken

·         Good commands of Kurdish, and Arabic languages both written and spoken

·         Good Communication and Leadership skills

·         Ability to work under pressure and meet deadlines

·         Knowledge of Northeast Syria and Iraq context

·         Excellent organizational skills, ability to determine priorities and attention to detail is a must

.         Demonstrated interpersonal skills, sound judgment, planning, and team building and facilitating skills

Qualifications and Education Requirements:

Bachelor’s degree in business administration, Education, or any relevant field
