Activity Overview: Chemonics International, a US-based international development consulting firm, seeks a Procurement and Logistics Officer for the USAID Iraq Together/Ma’an Activity. Iraq Together aims to provide more equitable, efficient, and sustainable public services in Iraq, as well as improving government responsiveness to citizens’ needs and demands. Objectives of this Activity include working with the Government of Iraq (GOI) to improve service delivery and strengthen democratic and participatory governance.

 

Position Overview: Ther Procurement and Logistics Officer reports to Operations Manager and is responsible for supporting the procurement and logistics needs of the Iraq Together Ma’an Activity while ensuring compliance with procurement processes, Chemonics/USAID and FAR policies, Key responsibilities include managing procurement documents, coordinating with vendors, monitoring contracts and purchase orders, maintaining inventory records, and assisting with grant-related procurements. The role also involves supporting internal evaluations, conducting price analyses, and facilitating meetings for Ma’an events and activities. his position is open to Iraqi nationals residing in Iraq. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

 

Responsibilities include, but are not limited to:

  • Supports the procurement and logistics needs of the Iraq Together/Ma’an Activity under the guidance of the Operations Manager.
  • Preserve the integrity of the procurement process, including drafting Activity procurement documents including all solicitations, negotiation memos, consents to subcontract, and applicable waivers
  • Enforce clear and transparent procurement procedures.
  • Work directly with local, regional, or international vendors and service providers to obtain quotations and/or to conduct procurements of commodities or services.
  • Monitor contracts and purchase orders and conduct follow-up as necessary to ensure compliance with terms and conditions.
  • Assist with record management by filing, scanning, and maintaining procurement documents
  • Ensure Chemonics/USAID and FAR policies, and procedures are followed and enforced
  • Helps maintain the inventory tracker, procurement databases, inventory tracking, and asset tagging
  • Coordinates closely with the grants team to support in-kind grants procurements- may include attending grantee kick-off meetings.
  • Processes voucher and payment requests
  • Organize and participate in internal evaluation committees.
  • Help non-procurement staff understand the requirements for submitting accurate and thorough requisitions, cost estimates, statements of work, or to determine other technical specifications
  • Supports with compliance checks and visual compliance reviews.
  • Drafts RFQs and prepares Purchase Orders; prepares comparative evaluation summaries and helps to usher procurements through the PAR stage to contract award stage.
  • Monitor any procurement-related conflict of interest and ensure the Activity’s procurement process is open and transparent.
  • Work with Ma’an leadership to answer any questions or provide USAID with any requested information about Activity procurements.
  • Conduct price/cost/reasonability analyses and market surveys.
  • Ensure that beneficial, ethical and open supplier relationships are created and maintained according to procurement policies
  • Supports with grantee and technical beneficiary meetings; arranges meeting space and logistics by working with local vendors, hotel staff, and venues as needed for Activity-related events.
  • Assists the technical team in coordinating meetings, facilitating discussions, and developing briefings in support of the source selection process
  • Other duties as assigned by the supervisor.

 

Qualifications & Preferred Skills

Minimum Qualifications:

  • Bachelor’s degree in business administration or relevant field required.
  • Minimum of four years of relevant experience, preferably working with USAID or other international- donor funded projects or NGOs in the field of subcontracts, grants, procurement, or related areas
  • Demonstrable experience and understanding of procurement procedures of international organizations
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, and partner institutions including international and local NGOs, governmental entities, support organizations, and the public
  • Experience working closely with multidisciplinary teams of junior and senior-level staff
  • Demonstrated maturity, dependability, integrity, and initiative to learn competencies and skills required
  • Strong organizational, management, and administrative skills
  • Strong ability to work efficiently and respectfully with a diverse group of people.
  • Proficiency in Microsoft Office, in particular Excel, Word, SharePoint, and Outlook
  • Proficiency in written and oral Arabic and English is required; written and oral fluency in Kurdish, and other local languages is a plus, but not required.
