Org. Setting and Reporting

The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information, and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political Missions, Agencies, Funds, and Programmes of the UN system worldwide. This position is located in the Field Central Review Body (FCRB) and Reference Verification (RV) Unit in UNGSC, Brindisi. The Human Resources Assistant at this level reports to the Human Resources Officer and the Chief of the FCRB/RV Unit.

Responsibilities

Within delegated authority, the Human Resources Assistant will be responsible for the following duties:

  • Conducts preliminary HR review of every incoming FCRB case submission to ensure the completeness of the data and the correct set-up of the evaluation criteria in line with the recruitment rules and practices and liaises with recruiters as necessary to request clarifications and amendments.
  • Coordinates the nomination and extension process of FCRB members.
  • Runs checks in the Clear Check database on sexual exploitation, abuse, and harassment, UN Security Council Sanctions List, and INTERPOL Wanted Persons lists and updates the status of the checks according to the outcome and follows up accordingly.
  • Determines the outcome of the reference verification process of candidates in line with the Reference Verification Guidelines and makes well–reasoned recommendations to management regarding the final case status.
  • Views personnel actions through Umoja for records verification purposes.
  • Participates in the selection of candidates for FCRB/RVU unit positions, including evaluating and screening applications of such candidates, preparing profiles of candidates, conducting preliminary interviews, and identifying short lists of candidates.
  • Assists in the filling of FCRB/RVU unit posts for all categories, including drafting of vacancy announcements and building the job opening in Inspira; liaising with recruiters regarding the process; and serving as note taken on CBI interviews.
  • Assists in organizing and coordinating competitive recruitment examinations FCRB/RVU unit positions.
  • Monitors, identifies, and analyses knowledge gaps to prepare and deliver training to all actors involved in recruitment: recruiters, hiring managers in field missions, FCRB members, and consultants working as reference verification case processors.
  • Delivers ad-hoc virtual step-by-step training and guidance sessions to clients to facilitate the work in their assigned roles (recruiters, FCRB members, etc.)
  • Creates, updates, and disseminates training and guidance material including step-by-step guides, checklists, and aide-memoires on reference check case submissions and case processing, as well as on recruitment case reviews.
  • Assists in the organization and conducts of training courses and workshops.
  • Provides logistics and administrative support to trainers.
  • Maintains HR-related automated systems and applications including automated databases containing HR related statistics and prepares periodic reports. Undertakes research on a range of HR-related issues and prepares notes/reports.
  • Provides general office support services; processes, drafts, edits, proofreads, and finalizes for signature/approval a variety of correspondence and other communications; performs budget preparation, input monitoring and implementation sets up and maintains files/records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc. Prepares written responses to queries concerning HR-related matters.
  • Trains new /lower-level staff in the unit.
  • Performs other duties as required.
  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning, and decision making.
  • Assists with visualizations and updating information material such as web pages or brochures.

Education

  • High school diploma or equivalent is required.

Job – Specific Qualification

  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of seven (7) years of progressively responsible experience in human resources management, administrative services, or related area is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher. Experience in performing recruitment oversight, recruitment process compliance review, or reference verification-related duties is desirable. Experience in delivering training programs related to recruitment or reference verification is desirable. Experience with ERP systems such as SAP (Umoja), Oracle/PeopleSoft (Inspira), or other similar platforms is desirable. Experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.
