SRCS – Somaliland together with the Norwegian Red Cross (NoRC), which are part of the Red Cross and Red Crescent movement (world’s largest humanitarian network), invites qualified consultants or consultancy firms to submit proposals for conducting an end-line evaluation of the Integrated Community Case Management (ICCM) intervention in the Togdheer region, Somaliland.
Background
Since 2018, SRCS has implemented community-based health initiatives aimed at improving early detection and response to health threats in remote communities. In 2022, ICCM was introduced to complement these initiatives, focusing on providing curative care for common childhood illnesses such as pneumonia, diarrhoea, malaria, and malnutrition. This intervention, funded by ECHO under its Programmatic Partnership initiative, seeks to reduce child mortality and enhance community health resilience.
Purpose of the Consultancy
The primary goal of this evaluation is to assess the effectiveness, sustainability, and impact of the ICCM intervention on community health systems and service delivery. The findings will inform future program design, highlight lessons learned, and recommend actionable steps for scaling up ICCM across similar contexts.
Scope of Work
The consultancy will:
- Assess the effectiveness of the ICCM intervention in achieving its objectives.
- Evaluate health outcomes and changes in community health-seeking behavior.
- Identify gaps and best practices in the program’s implementation.
- Provide detailed recommendations for enhancing future ICCM initiatives.
Eligibility Criteria
Qualified consultants or firms must demonstrate:
- Proven expertise in evaluating public health programs, especially ICCM or similar community health models.
- Experience working in humanitarian or low-resource settings.
- Strong understanding of health systems in Somaliland or comparable regions.
