The main purpose of the position 

The project accountant implements the JRS accounting system to ensure accountability, accuracy, and transparency through the proper functioning of financial documents cycle in the Project located at the JRS Community Centre in Qaraqosh.

S/he works closely with Base Director, Logistic Team, Country Accountant Office and Co Finance Officer and maintain timely communication with them. The line manager is the base director, the technical manager is the Finance Officer.

 

Main Responsibilities of the Position

Accounting Duties

  1. Is familiar with, and respect, the JRS procurement policy.
  2. Attend coordination meeting
  • Consistency of all Accounting Document
  1. Ensure that each receipt/payment is supported by complete/correct documentation and has all necessary signatures.
  2. Check that each supporting document is marked with the appropriate document number.
  3. Follow up if a document is missing and ensure that the documentation is complete.
  4. Send all transactions and supporting documents to the country office on time.
  5. Reconcile the actual cash / cash book with the cashier every week, share the signed documents with CO. 

 

2.  Archiving of Accounting Document

a)   Ensure that all paper documents are secure/confidential and well organised.

b) Timely recording of the project expenses in Microsoft Dynamic Navision, ensuring that the correct BLC and Donor-task code number is booked

c) Complete scan for each transaction and upload it to the Navision. Shared folder.
d)  Monthly archiving process completion for all financial transactions by document number

 

2.     Support for the Base accounting and budgeting situation

a) Provide financial technical support to logistics assistant(s) and other staff as required.

b) Assist Qaraqosh Base Director in accounting duties and in the preparation of monthly and annual budgets, as well as in preliminary work for project proposals

c) Provide the management with monthly report highlighting the under/over spent lines, support with implementation planning and monitor the cash flow accordingly.

d)     Give the necessary information for the Base Director to Control the budget / fund

e)     Track record of successfully training, mentoring and supervising other administrative staff (e.g. logistics, procurement, cashiers) in financial matters.

 

C. Financial Duties 

  1. Provide the necessary data and documents upon request of the Base Director, Finance/Accountant Officer with any data and reports upon request
  2. Prepare appropriate document and attend any financial control sessions or audits.
  3. Ensure financial accounting complies with JRS financial guidelines and procedures and with national and regional legal requirements

Other:

 Respond to other tasks within the ambit of this position as approved by the Base Director

 

 

Qualifications & Preferred Skills

Qualifications, skills and attributes

 

  • Degree in accounting, finance, business administration, or equivalent. Preferably with a recognised qualification in accounting
  • Proficiency and competence in handling finance and communications software – good Knowledge in ERP systems, Microsoft Dynamic Navision is plus,
  • Profiency in Microsoft Office 365, overall Excel.
  • High degree of empathy with forcibly displaced and other vulnerably persons, and a thorough understanding of the responsibility of serving in a humanitarian non-profit organisation
  • Strategic thinking, strong analytical and planning skills, and accuracy
  • Excellent understanding of NGO accounting and budgeting requirements, and at least three years of proven experience
  • Strong knowledge of internal accounting controls and budget/cash flow monitoring.
  • High Integrity and honesty, and open to correction
  • Fluent written and spoken English, Arabic, Surath is a plus.
  • Good communication skills
  • Respect for timeframes
  • Ability to work in a multicultural environment.
