The Position:
The post of Programme Finance Associate is located in the UNFPA Moldova Country Office and reports directly to the Programme Analyst. The incumbent provides financial, administrative and programmatic support to strengthen programme delivery and management and works in close collaboration with the Programme and Operations teams in UNFPA Moldova CO to ensure timely support to the programme implementation.

Job Purpose:
- The Programme Finance Associate contributes to the development and implementation of effective Country Programme by providing financial, administrative and programme support to UNFPA’s programmes. The incumbent will also contribute to research, financial management and operational and procedural guidance.
- The Programme Finance Associate provides administrative and financial support in implementation of program activities ensuring full compliance of program and financial processes with UN/UNFPA rules, regulations, policies and strategies;
- The Programme Finance Associate provides logistical support to programme implementation;
- The Programme Finance Associate provides organizational functions of the office in terms of providing effective communications support to the office, ensuring facilitation of knowledge building and management.
You would be responsible for:
- Assist the programme team, in providing support to implementing partners on knowledge management and programme implementation through maintaining an easy reference and friendly access to contacts and mailing lists of partners, key stakeholders, consultants, UN agencies, donor, institutions, individuals, and other contacts;
- Assist in programme formulation and work-plan creation in Quantum Plus, maintain and update project profiles, including progress reports and work plan review in compliance with programme implementation guidelines;
- Collate programme related information and procurement needs; support programme personnel in their work plans, monitor and follow-up with Implementing partners on submission of progress and financial reports (e-Face);
- In accordance with the Work Plan arrange for procurement of equipment, supplies and services;
- In close collaboration and guidance of the CO team, support and coordinate the HACT assurance activities (spot check, audits) and support in follow up of any required action;
- Coach implementing partners on UNFPA financial rules and regulations to be followed, e-Face and on recording non-expendable items supported by UNFPA;
- In close collaboration with the CO team, follow up on any administrative matters entering the relevant requisition, facilitating release of payments, program supplies (inventory) management, assets, leave records and common premises;
- Manage recruitment and selection process of individual consultants (IC) applying best practice HR tools and mechanisms, advises and briefs managers and project personnel on IC policies and procedures. Prepare and issue contracts;
- In close collaboration with the CO team, support arrangement of domestic and international travels for staff and non-staff travels as well as follow up of submission of the mission reports by staff;
- In consultation with relevant staff, initiate draft documents, compile and process logistical, administrative and financial arrangements for meetings, events and workshops organized by the office;
- Receive visitors/officials; take minutes and/or notes, as required; prepare informal translations and act as interpreter as required; answer and screen telephone calls with tact and discretion;
- Sets up, and effectively maintain and monitors the filing system; sets up a follow up system to reduce repetitive action or filling gaps; manage online database of implementing partners; assist in archiving and maintain up-to-date electronic mailing lists;
- Prepare information and/or briefs, summaries and background documentation required by programme staff for official missions, programme functions, seminars, conferences, events and meetings including arranging audio-visual aids as required, projector and screen, preparing power point presentations and computer-generated visuals such as graphs;
- Ensure optimal communication flows within the programme and with entire Country Office, and external counterparts, through effective use of written, verbal and electronic communication;
- Perform ad-hoc duties required by the Programme Analyst relating to monitoring and evaluation of the country programme and projects.
Qualifications and Experience:
Education:
- Completed secondary level education (high school diploma) required.
- First level University (Bachelor’s) degree in Public/Business Administration, Finance, Commerce, Accountancy/Chartered Accountancy and related field is preferred.
Knowledge and Experience:
- Minimum of six (6) years with secondary level education (or three (3) years with a first level university degree) of relevant experience in programme, administration, finance or office management;
- Some experience in research assistance and general understanding of programme support, monitoring and evaluation is desirable;
- Good writing and communication skills with the ability to draft correspondence in a clear, accurate and concise manner;
- Previous experience and knowledge of protocol in the United Nations is an advantage,
- Good interpersonal, planning, organizational and multi-tasking skills;
- Ability to work independently and harmoniously in a multi-cultural and multi-ethnic team environment maintaining tact and discretion in all dealings;
- Computer literacy – Proficiency in the use of MS Office Packages and the Internet;
- Good knowledge of Quantum is an asset.
Languages:
- Fluency in English and Romanian is required.
- Working knowledge of one or more additional languages relevant for Moldova, including Russian, Bulgarian, Gagauzian, Romani, Ukrainian or sign language would be an asset.

The strategic agenda of the cluster is to reduce disease burden in the WHO African Region, by guiding disease control agenda in Africa, and using analytics to inform strategic investments and tailored interventions for disease control”. This approach is underpinned by the guiding principles of comprehensive whole of society, people-centred, integrated approaches to disease control. The comprehensive whole of society approaches to disease control involves: (a) coherent implementation of triple response – technical response: implementing diseases specific normative guidance, promoting intervention mixes and deploying medical commodities health systems response: building capacities of district service delivery systems in disease mapping and stratification, interventions tailoring, and sector/subsector planning and multi-sectoral response: addressing socio-economic and environmental determinants of diseases through mobilizing non-health sectors, communities and stakeholders (b) disease control partnership of public and private sectors, health and non-health sectors and (c) community involvement in targeted high risk communities, focused on managing determinants of diseases, health services demand creation and accountability by local health stewards. The people centred, integrated approaches to disease control involves: (a) integrated guidance on disease control for each health service delivery platform, a move away from stand-alone disease specific guidance and (b) integrated and efficient disease control investments in strengthening the capacity of appropriate health services delivery platforms through deployment of appropriate technologies and analytics to guide stratification of disease risks across population groups in order to develop and deploy comprehensive packages of interventions appropriate for each population group and health service delivery platform, as well as monitor population access, coverage and impact to leave no one behind.### 1.    Background and ContextThe Expanded Special Project for the Elimination of Neglected Tropical Diseases (ESPEN), hosted by the WHO Regional Office for Africa, supports Member States to accelerate progress towards the targets of the WHO NTD Roadmap 2021–2030, with a strong emphasis on sustainability, country ownership, and health system integration.As countries transition from vertical, campaign-driven approaches toward integrated and routine service delivery, there is increasing demand for specialized technical expertise at the interface between NTD programmes and core health system functions, including:•    integration of preventive chemotherapy (PC-NTD) medicines into national supply chain systems and eLMIS•    alignment of NTD data with national health information systems (NHIS / DHIS2)•    integration of NTD interventions into routine and campaign-based service delivery platforms•    strengthening integrated disease surveillance and response (IDSR) for NTDs•    embedding NTDs into national planning, budgeting, and health financing frameworks.To respond flexibly and efficiently to country needs across these domains, ESPEN seeks to establish a Roster of Consultants on NTD Health Systems Integration, from which qualified experts may be drawn on an as-needed basis to support countries, WHO Country Offices, and regional initiatives.Technical assistance provided through this roster will be coordinated through WHO Country Offices, working closely with Health Systems Strengthening (HSS) focal points and disease-specific teams. Consultants will complement existing capacity and provide targeted support where additional expertise or surge capacity is required.### 2.    Purpose of the consultancyThe purpose of this roster is to identify, pre-qualify, and retain a pool of technical experts with proven experience in health systems strengthening as it relates to NTD programmes, who can be rapidly mobilized to support:•    country assessments and readiness analyses•    documentation of country experiences and best practices•    development of practical tools, frameworks, and guidance•    implementation support for integration of NTDs into national systems, including strengthening institutional and technical capacity at country level.Consultants selected for this roster may be contracted for short-term, deliverable-based assignments, depending on programme needs and funding availability.### 3.    Scope of Technical Expertise Covered by the RosterExperts included in this roster are expected to contribute, individually or in combination, across one or more of the following domains, working closely with WHO Country Offices, national technical units (including HMIS divisions), and relevant stakeholders.:a) Supply Chain and Medicines Management•    Integration of PC-NTD medicines into national supply chain systems•    Alignment with essential medicines lists, treatment mobilization and donor transition strategies### 4.    Typical Assignments and DeliverablesAssignments under this roster may include, but are not limited to:•    Country or multi-country readiness assessments for integration of NTDs into national systems•    Mapping of systems architecture, data flows, and governance arrangements•    Documentation of country experiences, lessons learnt, and best practices•    Development of maturity frameworks, assessment tools, and reference checklists•    Facilitation of technical consultations, validation workshops, and learning exchanges•    Development of practical roadmaps and costed implementation plans•    Clarification of roles and responsibilities across Ministries of Health, WHO (CO, RO, HQ), and partners•    Support WHO Country Offices in developing and implementing engagement strategies with national HMIS units and relevant technical departments.•    Capacity building of WHO Country Office staff (including NTD focal persons, HSS focal points, and MCATs) and Ministry of Health counterparts to support sustainable implementation of integration efforts.•    Data analysis, interpretation, and generation of reference, deliverables, timelines, and payment schedules defined at the time of contracting.### REQUIRED QUALIFICATIONS#### Education#### Essential:•    Advanced university degree (Master’s level or higher) in public health, health systems, pharmacy, supply chain management, health informatics, epidemiology, or a related field.•    Equivalent combination of education and relevant professional experience may be considered.#### Experience#### Essential:- A minimum of seven (7) years of progressively responsible professional experience in health systems strengthening, public health programmes, or related technical areas, with a focus on low- and middle-income country settings.- Demonstrated experience supporting integration of disease-specific programmes or commodities into
