The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against illicit drugs and international crime, including corruption. It is a leading provider of specialized assistance to governments for addressing the legal, criminal justice and rule of law aspects to counter corruption, narcotics, crime prevention and terrorism. It operates in all regions of the world through an extensive network of field offices.

The UNODC Regional Office for Southeast Asia and the Pacific (ROSEAP), based in Bangkok, is seeking to recruit a National Programme Officer (NPO) who will support the implementation of activities in Papua New Guinea under two projects: Fairness and Accountability Now bilong Gutpla Sinduan (FANGS) and Banisim Meri Project (BMP). The FANGS Project seeks to provide technical assistance to the Government of Papua New Guinea to strengthen responses to transnational organised crime threats and to enhance justice and the rule of law, including by combating corruption, money laundering and other financial crime. The BMP Project seeks to enhance law enforcement and non-state actor responses to gender-based violence in Papua New Guinea. In this connection, these projects are aimed at progressing the achievement of the Medium Term Development Goals of Papua New Guinea, the PNG Vision 2050 and Sustainable Development Goals, for the benefit of all Papua New Guineans.

Under the overall guidance of the UNODC Regional Representative for Southeast Asia and the Pacific, the incumbent will perform his/her duty under the direct supervision of the UNODC Officer-in-Charge in Port Moresby, as his/her first reporting officer. The NPO will also receive and act on requests for assistance from other UNODC initiatives having activities in Papua New Guinea.

Duties and Responsibilities

  • The incumbent will fulfill the functions of NPO for UNODC in Port Moresby and provide support, as needed, to the FANGS and BMP Projects and the ROSEAP Regional Programme. More specifically, the incumbent will fulfill the following tasks:
  • Support UNODC Management liaising with, and mobilizing, the relevant local authorities to maintain and expand the partnerships with UNODC and to ensure their contribution/engagement towards the FANGS and BMP Projects and other related projects;
  • Contribute to the planning, implementation, management and delivery of technical assistance activities in the area of addressing corruption, in accordance with the overall UNODC strategies and priorities, and in close collaboration with the local counterparts (government and civil society);
  • Conduct regular dialogues and discussions with the local authorities and direct beneficiaries of the FANGS and BMP Projects to integrate feedback into future UNODC activities and to identify new possible areas of collaboration;
  • Participate in needs assessment missions and in substantive discussions with the local authorities, and contribute to the drafting of mission reports as well as to the development of technical assistance proposals;
  • Keep abreast with latest national and local developments in Papua New Guinea in relation to law and order, criminal justice, financial crime (including corruption and money laundering) and gender-based violence reforms and initiatives;
  • Contribute to a visible and identifiable UNODC presence in Papua New Guinea, including by representing UNODC at relevant local/national events;
  • Technical inputs into conferences, meetings, seminars, training and workshops primarily in Port Moresby, but also elsewhere in the country, and travel to events as needed;
  • Contribute to drafting and/or reviewing substantive documents such as policy and research papers, draft laws, guidelines, training manuals, project documents and other knowledge products;
  • Prepare terms of reference/requirements for consultants, sub-contractors and vendors to ensure qualitative and objective procurement of services, and support the identification of suppliers and their contracting;
  • Prepare budgets, work plans, inventory lists, checklists, notes to the file, etc. and ensure proper filing to facilitate the implementation and monitoring of activities;
  • Provide support to UNODC initiatives on aspects related to expenditures and the preparation of payment requests in UNODC administrative systems;
  • Undertake communication and visibility activities (donor reports and other reports, web stories, press releases, social media, etc.);
  • Perform other duties as required.

Impact of Results

  • Smooth and timely planning, implementation and monitoring of the assigned project activities in coordination with Port Moresby and Bangkok-based colleagues;
  • Effective collaboration and communication with relevant national counterparts;
  • Provision of quality inputs to project documents, reports and visibility initiatives. 

Required Skills and Experience

Education:

  • Master’s degree or a Bachelor’s degree in international relations, law, security studies, criminology, international development, management, journalism, humanities or a related field is required.

Experience:

  • Two (2) years experience with a Master’s degree or four (4) years experience with a Bachelor’s degree and progressively responsible experience in programme management or criminal justice-related work at the national and/or international level is required;
  • Past or recent experience in implementing technical assistance projects is required;
  • Direct, hands-on experience with project beneficiaries and government authorities and experience in programme monitoring and reporting is required;
  • Knowledge of government procedures linked to technical assistance is desirable;
  • Past or recent experience in liaising with mid- to high-level government officials is desirable;
  • Previous work experience with the United Nations or similar international organizations is also desirable.

Other:      

  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages is required.
  • Experience in handling web-based management systems is desirable.
