Organizational Setting

UTF/BRA/089/BRA
The project objective is to contribute to the national processes of strengthening family farmers in Brazil for poverty reduction and rural revitalization. The outcome is to implement differentiated policies and programs that improve the capacities of the national government, local and family farmers in areas such as ATER (rural extension and technical advisory services), Credit Programs, land access and governance, access to markets and the strengthening of cooperativism.

Reporting Lines

The incumbent reports to the Assistant Representative in FAO Brazil – Programme.

Technical Focus

To carry out a diagnostic and propositional study to support the General Coordination of Cooperativism and Associativism – COOGEC/DECOOP/SEAB in proposing innovative strategies for the implementation and evaluation of the Program for the Strengthening of Cooperativism, Associativism and Solidarity Enterprises of Family Agriculture (Coopera Mais Brasil).

Tasks and Responsibilities

•    Institutional Survey and Analysis: Survey and analyze actions, policies, programs and resources related to cooperativism and associativism of Family Farming in federal ministries and autarchies.
•    Analytical Reporting: Compile data into an integrated report highlighting synergies, optimizations, and gaps, with strategic recommendations.
•    Development of a Strategic Optimization Plan: Create subsidies for the elaboration of a strategic plan to centralize, integrate and improve the actions of the Coopera Mais Brasil Program, with performance indicators.
•    Produce diagnostic reports and proposals for optimization of current public policies, as well as suggestions for new policies;
•    Monitoring and Evaluation: Establish a continuous monitoring system to track and evaluate the implementation of proposed strategies.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING: 

Minimum Requirements  

•    University Degree in Exact and Earth Sciences, Biological Sciences, Engineering, Health Sciences, Agricultural Sciences, Applied Social Sciences, Human Sciences, Linguistics, Letters and Arts according to the CAPES/CNPq table of areas of knowledge.
•    Minimum experience of 08 (eight) years in public policies in the area of Cooperativism and Solidarity Economy, focused on Family Farming. In case of having specialization: 06 (six) years of experience in the requested areas. In case of having Master’s degree: 05 (five) years of experience in the requested areas and in case of having a Doctorate: 03 (three) years of experience in the requested areas.
•    Working knowledge (level C) of English or Spanish and Portuguese;
•    National of Brazil or resident of the country with valid work permit
