Org. Setting and Reporting
- This position is located in the Shared Portfolio Service (SPS) Team, Information Technology Service (ITS), Division for Management (DM), United Nations Office at Vienna (UNOV) / United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision and overall guidance of the Chief, Shared Portfolio Services.
Responsibilities
- Review, analyse, design, establish and maintain a system including documents repository and monitoring tool of ITS contractual obligations.
- Assist in the preparation of the user requirements and other technical specifications to automate SPS workflows. Undertake rigorous testing and follow up with the developing team on the identified bugs rectification.
- Analyse and recommend organisation-wide accountability enhancements so accountability for estimating costs, planning, resourcing, and managing information and communications technologies is assigned in congruence with budgetary stewardship and decision making.
- Implement the accountability enhancements in collaboration with the relevant services and clients.
- Act as secondary Certifying Officer within SPS.
- Provide substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
- Contribute to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
- Ensure that the outputs produced by the Team maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensure that all outputs produced by the Team under his/her supervision meet required standards before completion to ensure compliance with the relevant mandates.
- Carry out programmatic/administrative tasks necessary for the functioning of the Team, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
- Support ITS internal clients in budget formulation and execution, management of cost-recovery accounts, budgets and methodologies, service level agreements or equivalent, personnel administration, supply chain planning and execution, contracts management, internal billing, and travel.
- Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
- Perform other work-related duties as required.
Education
- Advanced university degree (Master’s degree or equivalent) in business management, administration, project management, computer science, computer technology, information systems, information management, mathematics, statistics or related field is required.
- A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P). ITIL Certification is desirable. Prince2 Certification is desirable.

Work Experience
- A minimum of two years of progressively responsible professional work experience in administration, finance, accounting, human resources management, project management or related field OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.
- Proficiency of Microsoft Office Applications (including Excel) is required. Work experience in the information and computer technology services (ICT) domain is desirable. Work experience in information management, data management or business processes review is desirable. Work experience with an Enterprise Resource Planning (ERP) system is desirable. Work experience within the United Nations system or similar international organization, in the area of requisitioning and providing of IT services is desirable. Work experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another official United Nations language is desirable.
