SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.
About the mission
Solidarités International (SI) first intervened in 2019 in response to Cyclone Idai. Due to the crisis in Cabo Delgado, SI conducted an assessment in Mueda in May 2021 and by July 2021 had begun implementing life-saving activities in Mueda. SI is today implementing activitiess in whole Cabo Delgado province especially in Mueda, Nangade, Muidumbe, Palma, Mocimboa da Praia districts.
In 2024 and 2025, SI Mozambique focuses into integrated, multisectoral programming including Rapid Response Mechanism, WASH, Food Security Livelihoods, Non Food Items, thanks to the financial support of BHA, ECHO, SDC, CDCS, UNICEF, AERMC
General objective:
The Program manager-capacity building is responsible for supporting and oversee 2 national WASH PMs in implementing and achieving the objectives defined in the proposals.
The Program Manager-capacity building is responsible for capacity building of 2 national WASH PMs according established Individual Action Plan of the 2 WASH PMs. He/she is resposible to an amendment and update the Individual Action Plan according to his/her capacity building plan.
The Program Manager-capacity building is responsible for reinforce thematic workshops for, PMs and AMs, including project cylce management, SI’s monitoring tools, involvement in concept note and proposal preparation such as taking part in required assessment for program strategic purposes including preparation of new proposal.
The Program manager-capacity building is responsible monitoring of quality of work led by 2 national WASH PMs and AMs to garantee the proper execution an d the quality of the implemented program and, if applicable, suggests adjustments or developments to ensure its relevance.
The Program manager-capacity buiding ensures the quality and timely updating of SI internal monitoring and communication tools including APU, OFU, Procurement tools, reporting tools and etc by 2 national PMs.
The Program Manager-capacity building will ensure effectivness and transparent of SI resources utilisation managed by 2 national PMs.
The main challenges:
1. Quality of activities.
2. Strengthening of collaboration with local authorities with support of Field Coordinator and WASH Cluster with support of WASH Coordinator.
3. To update timely the workplan for the whole project timeline, to update OFU, APU and required reports.
Security constraints:
Security context can change quickly but at the time of writing,. Day-to-day security monitoring is ongoing.

A salaried position:
According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
- Guest House & office are in the same premises, but with separate areas.
- Living conditions are simple.
- Individual bathroom in all bedrooms.
- There are occasional power and water cuts, however, generator is a backup.
- AC installation is ongoing under Logistics process.
- Good Internet coverage (Starlink).
- Some activities are available at weekends, such as football and volleyball with locals and staff members.
- If security siuaton allowed, weekend in Palma at a resort with a restaurant and swimming pool is possible. In Palma district there are NGOs in the in the area so socialising with other expats is possible.
- A curfew is 8 pm but is subjected to change accoring to security siutaion at any time.
- Expats can walk in validated areas of Mocimboa town including markets during the day.
- Walking after sunset is not allowed but can go to shops by car within the same curfew time.
- There are monkeys as part of community members roaming around for mango and other fruit trees in the courtyard.
- Fresh bread delivered every morning upon request during working days at 6.30am. Cook will prepare lunch and dinner during working days.
- Some local restaurants are available to go have food or to take away.
Education / academic background:
Minimum Bachelor’s degree in Civil Engineering, Environmental health or other related field
EXPERIMENT IN THE HUMANITARIAN SECTOR: 3-4 years
EXPERIMENT ON SIMILAR POSITIONS: 3-4 years
Specific skills and experience:
TECHNICAL SKILLS
Proven experience in capacity building to national staff on WASH project management
TRANSVERSAL SKILLS
1. At least 3 years of experience working within humanitarian environments, including 2 years in WASH or emergency response in a similar size/context base. 2. Leadership among the team.
3. Skills in humanitarian context analysis
4. English or Portuguese report writing skill
Language:
1. English (mandatory)
2. Portuguese ( preferable)
