UNFPA is assisting the Government and people of the Philippines to fully implement existing laws, policies and programmes in development and humanitarian settings such as the Responsible Parenthood and Reproductive Health (RPRH) Law and Magna Carta of Women. At the sub-national level, the Gender Officer will work closely with the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) government and LGUs to mainstream the human-rights based approach and gender equality across the regional programme/initiatives and ensure that efforts to address gender-based violence is integrated in the operationalization of the triple nexus of development-humanitarian peacebuilding in the BARMM region.
The Gender Analyst is a substantive contributor to the Programme Team in the Country Office in Manila and in the sub-national offices.
You will be responsible for:
- Provide technical support to existing GBV prevention and response structures and service providers at various BARMM governance levels to implement key legislations protecting women and children from violence and provide survivor centered response to GBV survivors in line with global good practice guidance for participatory, rights-based and survivor-centered multi-sectoral response and long-term prevention, including UNFPA’s Minimum Standards for Prevention and Response to Gender-based Violence in Emergencies and the Essential Service Package for Women and Girls Subject to Violence.
- Lead a process to develop a realistic, evidence-based multi-sectoral and inter agency prevention and response plan. Promote engagement of a range of sectors and ensure realistic benchmarks and timelines for achieving set objectives. Regularly monitor progress against plans during coordination meetings. Allow space for new actors to engage with planning over the course of the crisis response.
- Promote safe collection, analysis and sharing of GBV-related data in humanitarian settings (especially for Child Protection – GBV Working Group members) within the context of the existing government databases and intake forms.
- Establish and facilitate inter-agency, multi-sectoral protection mechanisms at sub-national level.
- Work closely with the Ministry of Social Services and Development (MSSD) and the Child Protection – Gender-based Violence Working Group (CPGBV WG) under the Protection Cluster to promote and facilitate a strengthened response to GBV within the emergency and during recovery and rehabilitation, ensuring active participation from key partners and effective results-oriented processes.
- Advocate for the mainstreaming of GBV prevention and mitigation measures among the different clusters (i.e. Health, Nutrition, Water, Sanitation and Hygiene or WASH, Education, Camp Coordination and Camp Management or CCCM, Shelter, Livelihoods, etc.).
- Advocate for the integration of GBV, safety and security-related concerns in cluster-wide assessments.
- Advocate with donors and mobilize resources for GBV prevention and response across the development-humanitarian and peace nexus.
- Link emergency interventions with existing regular development initiatives being implemented by relevant national government agencies and local government units.
- Support the Programme Team in ensuring that a gender-responsive and culturally sensitive approach is being consistently applied in the programme design, implementation, monitoring and evaluation in selected indigenous and disadvantaged communities;
- Review the annual work plans and quarterly work plan monitoring tools of LGU partners to ensure that gender, human rights and culture are integrated in reproductive health and population and development; and
- Support the NPO-Gender in ensuring that national priorities are informed by field experience and lessons learned and emerging good practices are elevated to the national level to inform programming, while rolling out national policies, quality assurance activities and guidelines to the field level.
- Represent UNFPA in various inter-agency meetings, workshops and fora to advance the ICPD agenda especially on reproductive rights, gender-based violence, women’s empowerment and gender equality.
- Assist in the documentation of good practices and related lessons learned especially on supporting community members’ increased access to reproductive health services; gender-based violence response and reintegration services and implementation of policies aimed at addressing sexual and reproductive health/rights; and
- Perform other duties as may be assigned by the Country Representative, Head of Programme or the Head of the Sub-Office in Cotabato.
Qualifications and Experience
Education:
- Advanced degree in a field of study relevant to UNFPA’s mandate, such as sociology, anthropology, social sciences, women’s studies, public health, public administration, international relations, international development, law or other related fields.
Knowledge and Experience:
- Up to two years of relevant work experience in the areas of development work, gender and development, social work, public health, public administration, gender equality and women’s empowerment preferably at the LGU/community level would be desirable.
- Experience in working on gender-based violence prevention and response in both ‘normal’ and humanitarian settings is an advantage.
- Prior experience on developing, implementing and monitoring work plans is an advantage. ● Excellent interpersonal and communication skills
- Proficiency in MS Word, Excel, PowerPoint, Internet and other relevant computer applications is essential
Languages:
- Fluency in English and Filipino language.
