The national consultant will work directly with the Chief of Education and the Education Specialist to deliver the following key tasks:
Technical support for the role of UNICEF as Grant Agent for GPE Systems Capacity Grant including to (i) liaise with MoPSE, MoRA, Coordinating Agents (PSPK and Plan International) and the LEG members to secure their advice, guidance and confirmation for meeting schedules; (ii) coordination at key junctures of SCG implementation, including preparation of meeting agendas, presentations, discussion papers and minutes of meetings; (iii) assist the work of LEG Core Task Teams in developing detailed work plans, facilitate consultations and quality assurance of outputs; and (iv) monitor progress of the activities and prepare brief progress reports.
Technical support for education sector policy advocacy and knowledge sharing on UNICEF-specific education programmes including to: (i) provide technical inputs into the development of high quality knowledge products and communication assets for education-specific programming in early learning and development, and foundational skills; and (ii) establish advocacy linkages with education programmes of other development organizations, non-government organizations or innovation centres through key education sector coordination mechanisms, such as the Basic Education Working Group, and other education thematic working groups.
To undertake these key tasks efficiently and effectively, the national consultant will require excellent written and spoken language proficiencies in Bahasa Indonesia and English and will need to have very good planning skills.
To qualify as an advocate for every child you will have…
- Minimum of a master’s degree* in one of the following fields is required: education or international development with specialization in education.
- A minimum of five (5) years of professional experience in education programme planning, management, and/or research is required.
- Demonstrated knowledge of foundation skills development approaches, including programme implementation.
- Demonstrated experience in research and advocacy of education quality improvement issues, particularly at national level, and amongst key education sector partners – both government and non-government.
- Ability to work independently and to take initiative and to communicate well with a variety of stakeholders.
- Excellent verbal and written communication skills, both in Bahasa Indonesia and English, as required; and demonstrated ability to foster effective partnerships with a range of education sector stakeholders, including government and non-government partners.
