Introduction

UNDP CO SERBIA is looking for a legal entity for Provision and implementation of modern Integrated Tariff Management System (ITMS) for Serbian Customs Administration (SCA). 


Interested suppliers must submit their offer directly in the system as instructed in the solicitation document, following the instructions in the available user guide. Amendment

Main revisions in the Amendment are listed as follows:
– overall supervision of the future Contract is on the UNDP Policy Specialist – Customs,
– the timeframe for implementation of the Contract is March 2025 – 04 January 2027,
– the 1st and 2nd phase of the Output 1 are merged, the entire development will be done in one phase (18 months),
– the deadlines for the deliverables 1 and 2 are extended for 2 months,
– the deadline for Minimum Valuable Prototype is extended from 4 to 8 months,
– number of trainings in Output 1 is increased from 12 to 15.
– the deliverables’ table and deadlines are revised in accordance with the applied changes,
– the activities 1, 2 and 6 in the Output 2 are removed,
– the percentage of required time for physical presence at Customs is decreased to 50%
– additional points in evaluation for knowledge of the Serbian language requested for Customs Tariff Expert and not for the Team Leader,
– CVs for non-key staff are asked to be submitted simplified (short info on education, experience, and language)
– Demonstration is not required and accordingly Annex 8 is removed,
– Software maintenance has been clearly defined, and connection between ToR and Special Conditions made.
– Form K Financial proposal revised in accordance with the revised Deliverables’ table.
– Scoring revised in line with removing request for the Demonstration.
