Licensing: Contributing to the definition of high-level requirements and policies linked to protection of interests as per the Environment Code.
Independent Oversight: Performing second-level oversight independently of the operational units.
Interactions with authorities: Interacting with French Authorities (ASNR, DREAL,…) on topics related to nuclear safety.
Training and culture: Support the development of the training policy for Protection Important Activities and nuclear safety culture.

The Nuclear Licensing and Oversight (NLO) team is focused on the licensing and independent oversight for the ITER fusion facility, licensed as a nuclear facility.

Key Duties & Responsibilities

Primary Responsibilities

Ensures compliance with French regulatory framework and international safety standards, meeting the agreed schedule for responses to the regulators’ demands in a satisfactory manner.
Participates in the definition of high-level nuclear safety methodologies and policies and propagates them to the operational units.
Participates in the definition of General Safety Objectives, checks adequacy of safety studies with regards to the regulatory framework, and defines the main safety options.
Contributes to the definition of the licensing strategy (e.g. Update of 2013 Decision for Technical Prescription (PT)).
Reviews and challenges licensing documents sent to ASNR.
Ensures the propagation of licensing requirements and ASNR requests throughout the ITER project.
Performs nuclear safety oversight on Protection Important Activities within the ITER Organization (IO) and at Domestic Agencies (DAs).
Performs technical control for noticeable and substantial modifications, performs spot-checks for all modifications as part of independent oversight and liaises with ASNR when formal authorization from ASNR is required.

Additional Responsibilities

Provides expertise to the operation units in all matters related to Nuclear Licensing (regulatory framework, safety case, technical prescriptions, requirements, exchanges with the regulator).
May attend meetings with the regulators (periodic meetings, inspections, letters,…).
Supports the development and animation of the Nuclear Safety training, qualifications and certifications of staff.

Experience & Competencies

Essential:

Proven experience in working on nuclear safety, licensing and oversight tasks within a Nuclear Safety regulatory environment.
Interacting with high level stakeholders, safety authorities and experts in different safety disciplines.
Implementing and adapting nuclear safety, radiation protection and environment codes & standards and regulations.
Implementing safety programs in a large construction project related to nuclear (fusion and/or fission) technology.
Encouraging a questioning attitude towards nuclear safety issues, adopting a prudent approach to safety queries, and fostering open communication and attentive listening to diverse perspectives.

Desirable:

Ability to obtain and maintain a French security clearance on a justified need-to-know basis.
Knowledge of Host State’s and European regulations, as well as ISO and IAEA standards on nuclear safety and their application to facilities handling radioactive materials (including fusion facilities).
Fluency in French in order to interact efficiently with the French safety authorities.
Quality Control: Compliance of systems and / or products within applicable requirements.
Quality Management: knowledge of product and / or management requirements for international quality standards, methods, and practices.

Qualifications

Essential:

Master’s degree or equivalent in Engineering or other relevant discipline associated with nuclear safety, radiation protection and environment impact.
The required education degree(s) may be substituted by extensive professional experience involving similar work responsibilities and/or additional training certificates in relevant domains.

Knowledge of these competencies may be acquired through on-board training at basic understanding level for all ITER staff members;
Implements the technical control of the Protection Important Activities, as well as their propagation to the entire supply chain;
May be requested to perform other duties in support of the project as defined by your line manager, and when relevant upon the request of the matrix manager;
May be requested to work outside the ITER Organization reference working hours, including nights, weekends and public holidays, due to business needs – this may include on-call, shift work, etc.
May be requested to be part of any of the project/construction teams and to perform other duties in support of the project;
For staff expected to perform on-call, shift hours, or other work outside ITER Organization reference working hours, including nights, weekends, and public holidays, the possession of a driving license valid in France is required. no commuting vehicle will be provided by the ITER Organization.
Informs management of any important and urgent issues that cannot be handled by line or matrix management and that may jeopardize the achievement of the Project’s objectives;
