How can you make a difference?

The Programme Specialist provides technical guidance to UNICEF Myanmar to strengthen programme management to support an agile and strategic approach to expanding coverage of services and supplies, and in accordance with the Humanitarian Response Plan and other planning frameworks. The programme specialist works closely with Field Operations, the Emergency Unit, PME, and programme sections, to capture programming adjustments and to strengthen internal coordination.

The function also contributes to maintaining and enhancing the credibility and ability of UNICEF to fulfil Core Commitments for Children.

Summary of key functions/accountabilities:

Under the guidance of the Deputy Representative (Programme).

  1. Assist in the preparation and updating of Strategic documents: Coordinate updates and reporting in relation to core strategy documents.
  2. Strengthen planning and management of donor funding: Working with relevant staff at all levels, particularly with the Public Partnerships Specialist, support the Deputy Representative – Programme in the donor engagement and relations, with special focus on IFIs. Also provides support as required for donor proposals and reports and implementation of new grants and overall grant management. Ensures that proposals and funds allocation are properly coordinated. Takes appropriate actions to optimize use of programme funds. Ensure programme efficiency, effectiveness and delivery.
  3. Coordinate programme risk registry, mitigation strategies and other necessary controls: Compile information on programme risks from programme sections, ensuring feedback mechanisms in partner and donor discussions and inputting to programme adjustments. Collaborate with the Operations Section to establish and maintain sound internal controls supportive of programming results and to coordinate financial and supply management requirements and accountability.
  4. Facilitate programme and cross-sectoral coordination: Liaise with relevant sections and offices, as well as office focal points (such as PME, gender, disability, climate change, SEA and AAP), for programme quality assurance and effective coordination to accelerate achievement of results. Facilitate knowledge sharing and exchange, including but not limited to establishing and strengthening effective use of internal office planning and management tools.

To qualify as an advocate for every child you will have…

Minimum requirements:

Education: An advanced university degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.

Work Experience: A minimum of five years of relevant professional work experience is required, in the area of programme coordination involving multi-sectoral sections and offices, and strategic country programme planning in complex emergencies and nexus context.

Excellent communication and interpersonal skills, and the ability to work with people with diverse background.

Language Requirements: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Desirables:

  • Proven experience in writing an office strategic document and briefing papers for high level officials is desirable.
  • Experience working in complex emergency where adaptability requires is highly desirable.
  • Developing country work experience and/or familiarity with emergency.
