UN Women is hiring a A Women: Consultant for the upgrading of the online platform for the Data Dispute and Information on Gender in Cameroon to
Background:
UN Women, based on the vision of equality inscribed in the Charter of the United Nations, a work for the elimination of discrimination against women and girls, the empowerment of women and the realization of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace and security.
National statistical systems, especially African people, have been tested for almost ten years now.Indeed, in addition to the needs for monitoring national development plans and sectoral policies, they must now be even more efficient to meet the reporting needs of supranational agendas including the sustainable development program by 2030 of the United Nations, as well as the Agenda 2063 of the African Union.In general, these statistical systems which were already struggling to meet a national demand, were faced with gaps in more important data, and this observation is just as valid for gender data.
Also, in order to strengthen the capacities of statistical systems of countries in support of the monitoring and examination processes of development policies, in particular those relating to gender, UN Women designed the flagship project Making Every Woman and Girl Count (MEWGC), also called Women Count.This program acts through three (03) components which are: (1) the creation of an environment favorable to the production and use of sexospecific statistics, (2) the improvement of the production of gender statistics, and (3) the improvement of the accessibility and the use of statistics produced to shed light on public policies and decision -making.
The third component of the program deals with the dissemination of statistical information.Diffusion is the phase that relates producers and users through distribution products, the dimension of the production process which ensures the accessibility of data to users.Data accessibility and statistical dissemination have been the attention of several normative and strategic executives.Internationally:
The first fundamental principle of official statistics relates to the theme:relevance, impartiality andequal access to statistical information;
The African Statistics Charter devotes its 4th principle to dissemination, highlighting interests for the following questions:accessibility,consultation with users, clarity and understanding, and simultaneity;
The strategy for the harmonization of statistics in Africa Shasa 2017 – 2026 puts statistical dissemination in context in its 4th strategic theme:promote a culture of quality policy and decision -making,WhoAddress two strategic objectives:4.1.Make decisions based on facts thanks to the increased use of statistics,et4.2.Improve communication of statistical information.
As part of its strategic axis 3 on the management of the statistical ecosystem, the national statistics development strategy 2021 – 2030 (SNDS30) of Cameroon addresses the dissemination of data and information in its component 3.2: dissemination and promotion of 3
Official statistics, with the aim of improving the use of statistics and promoting statistical culture.
Statistical dissemination is therefore an essential element to ensure the added value of elements of knowledge on gender (data, information and statistical analyzes, or any other element) in the promotion of gender equality and the empowerment of women.Aware of this issue, the Women Count program had given particular importance from the start to the implementation of a platform devoted to the dissemination of national data on gender.Thus, under the institutional porting of the Ministry of Promotion of Women and the Family (Minproff), the program supported the implementation of an online platform for the dissemination of data and statistical information on gender in Cameroon, hosted by the National Institute of Statistics (INS) to the address:https://cameroon.opendataforafrica.org/genre.
With the advances recorded as the Women Count program is implemented in Cameroon in terms of statistical data production on gender, better knowledge of data needs and gender information, and in particular the development of indicators for monitoring the national gender policy (PNG) revised in 2022, it is necessary to upgrade this national page in order to reinforce the effectiveness of user needs.

The consultant will be reporting to the Head of Programmes, and will be supported by The Program Officer Women Count, who will be the point of contact on the contract and payment issues.

The general objective of the activity is to help improve the use of knowledge of gender in the context of information information in this area, the food food, or even gender integration into programs and projects.Specifically, the activity aims to facilitate users’ access to knowledge products on gender equality and women’s empowerment issues.
Deliverables
Describe the final product/s or deliverables (e.g., survey completed, workshop conducted, data collected, reports written, etc.), in the form of SMART indicators to facilitate review of and approval of deliverables.
Specific: The indicator clearly and directly relates to the outcome. It is described without ambiguities. Parties have a common understanding of the indicator.
Measurable: The indicator has the capacity to be counted, observed, analyzed or tested.
Achievable/Attributable: Are results realistic? Can changes in the targeted developmental issue can be linked to the intervention?
Relevant: An indicator should be a valid measure of the result/outcome…

Consultant’s Workplace and Official Travel

Required Qualifications :
Education and Certification:
Master’s degree or equivalent in Computer Science, Information Systems, Data Science, or a related field is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A [project/programme management] certification would be an added advantage.
Experience:
At least 5 years of progressively responsible work experience in Web Development and Maintenance
Experience in building or updating websites or digital platforms.
Experience translating complex statistical data into interactive visual formats.
Experience in designing user-friendly, responsive, and accessible interfaces.
Excellent analytical skills with strong drive for results and capacity to work independently.
Excellent English communication and writing skills; (Samples of previous work will be required.)
Languages:
Fluency in Englishor Frenchis required.
Knowledgeof [French] or [Spanish] orany other UN official language is an asset.
