The British Embassy in Rabat invites applications for the position of International Liaison Officer (ILO) under the Home Office International Operations (HOIO), job grade Executive Officer (EO) on a permanent contract.
What we do:
Home Office International Operations (HOIO) operates to prevent illegal immigration and disrupt the organised immigration crime groups behind it, supporting both the Immigration Enforcement mission and the Home Office purpose. We have staff deployed in locations across the world.
We deliver this by:
- Disrupting and Pursuing Organised Immigration Crime Groups.
- Developing intelligence packages related to the visa or air threat for subsequent criminal investigations and prosecutions.
- Providing intelligence support to the UK visa operation, supporting UKVI to take an increasingly global approach to risk streaming built on the analysis of objective data and enhanced with local risk indicators.
- Stakeholder engagement including the provision of training and up skill the airline staff.
- Working with carriers around the world to reduce the threat of inadequately documented arrivals (IDAs) reaching the UK by air and sea.
What we want from you?
In order to meet Home Office security requirements, you must be able to pass security clearance to SC(O) level.
You must have excellent interpersonal skills that you can use strategically to build relationships with key partners to assist Home Office International Operations in delivering their objectives. Face to face work is a fundamental part of the job, as is the delivery of training, so the successful candidate should be prepared to do public speaking.
The role of ILO is extremely varied. The challenge with all HOIO work is to deliver both the reactive elements such as air calls and requests for support from visa section, as well as the pro-active elements such as intelligence research and liaison with stakeholders. As such, ILOs need be able to manage very challenging workloads, deliver at pace and be flexible in support of business aims. Once trained, the successful candidate should be able to work towards objectives with minimal supervision.
Duties and responsibilities:
– Support individual case working investigations as tasked by Home Office International Operations.
- To assist and monitor the new Organised Immigration Crime Unit dealing with UK facing investigations.
- To disrupt the flow of illegal migration by air to the United Kingdom and identify and disrupt the activity of the organised crime groups behind it
- Support Visa Status and Information Services (VSI) section to protect the integrity of the UK visa regime and identify and disrupt activity of the organised crime groups attempting to exploit it.
- Develop operational intelligence products through the collection, interpretation and evaluation of relevant quantitative and qualitative information sources
- Work closely with HMG partners at post, host authorities and international partners to support the development of intelligence and investigations to disrupt organised crime groups
- Conduct training sessions with international partners
- Provide presentations to host authorities and international partners
- Provide leadership on projects and work with Non-Government Organisations to deliver quality outcomes.
– Investigation/ Crime
- Using collaborative working with overseas and UK law enforcement partners develop intelligence and investigations to disrupt organised crime groups targeting the UK.
– Intelligence gathering and analysis
- Develop operational intelligence products through the collection, interpretation and evaluation of relevant quantitative and qualitative information sources. Strong problem-solving skills are required to identify and investigate suspected organised immigration crime and to gather evidence-based intelligence. Ensure that all relevant intelligence is gathered, assessed and disseminated in line with guidance.
– Liaison
- Build effective working relationships with host authorities, international partners. (EU) and UK partners to support the delivery of crime and intelligence objectives. Lead the exchange of actionable intelligence with local law enforcement partners and counterparts in other Diplomatic missions to identify and mitigate threats to the UK Border. Representing the Home Office professionally, developing effective partnerships with the wider British Embassy and with key external partners.

- Computer literate with Microsoft desktop functions (e.g. Outlook, Word, Excel, PowerPoint, Explorer) at a level where you can: create, use and interrogate complex templates, tables, datasets on Home Office and FCDO IT platforms.

Eligibility:
If you are selected for this position, the Embassy will be able to employ you as long as you:
- Have the right to work and live in Morocco; and
- Be able to obtain an appropriate level of UK Security Clearance; higher clearances can be granted only to certain nationalities. For this reason, candidates must be of one nationality only of British, American, Australian, Canadian or New Zealand nationality in order to gain and maintain the level of clearance.
Working hours and remuneration:
The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable gross salary of MAD 25,793 per month. However, employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.
The package includes a good level of medical insurance, 21 days of annual leave (calculated on pro rata basis) plus 14 public holidays, access to on-site swimming pool, tennis court and gym facilities.
There are no other allowances payable as part of this package. No accommodation nor relocation expenses are payable in connection with this position.
The contract will be for a full-time employment, on a permanent contract, subject to three (3) months’ probation period initially and can be extended up to another three (3) months.
Conditioned working hours for the position are 38 hours per week. Normal office hours are from Mondays to Thursdays from 08:00-16:15 and Fridays from 08:00-13:00. The jobholder should be flexible in their approach to hours worked, often starting early or working late, there will also be occasional out of hours duty phone function, and the successful candidate will be expected to provide coverage on rotation with existing team members.
There will be some regional travel, but this will be limited. The role necessitates travel for liaison, training, site visits and meetings. Most of this can be done in a day but some overnight stays will be required.
Flexible working arrangement may be considered based on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies. Independent working will be evaluated as a behaviour in interviews.
The Embassy and the FCDO have a strong commitment to learning and development, and all staff are required to agree on a learning and development plan with their line manager to keep track of their learning objectives and journey. The jobholder will also be required to undertake a number of mandatory training courses as part of their role.
