The International Rescue Committee’s (IRC) vision is to lead
the humanitarian field by implementing high-impact, cost-effective programs for
people affected by crisis and by using our learning and experience to shape
policy and practice. IRC is the lead organization in the Ensuring Quality
Access and Learning (EQUAL) for Mothers and Newborns in Conflict-Affected
Contexts Consortium funded through FCDO’s ‘Filling the Gaps in Evidence:
Building Stronger And More Resilient Health Systems Research Programme Consortia
(RPC)’ mechanism. The objective of this project is to produce rigorous,
operationally relevant research and evidence to improve maternal and neonatal
health in low-income, conflict-affected contexts. This project will produce
evidence that is accessible to decision-makers influencing strategic
investment, policy and programming to improve MNH, at the national and global
level. This consultancy seeks to engage a qualified statistician to lead data
analysis and capacity building for IRC’s maternal and newborn health research
in Somalia and South Sudan.

Background of the project 

South Sudan and Somalia have the highest maternal mortality
ratios and newborn mortality rates in the world. To increase access to
life-saving services in areas where facility access is limited and
institutional delivery rates are low, the IRC has been implementing a new
community-based maternal and newborn care program in these two contexts.  A population-level baseline survey (300-400
respondents) was conducted in both locations in 2023/2024, and an endline
survey will be conducted in both locations in the Nov 25 – Jan 26
timeframe.

Scope of Work

We are seeking a statistician to conduct the following:

  • Review survey sampling strategy and develop a detailed data
    analysis plan (around Aug 25)
  • Conduct virtual data analysis training for junior
    researchers in Somalia and South Sudan focusing on pre-post analysis using
    Stata (Dec 25 -Jan 26)
  • Conduct analysis of endline survey data and pre-post survey
    analysis for both countries (Jan 2026)
  • Generate analytical outputs including analysis dofiles, log
    files, summary tables and figures (Jan 2026)
  • Produce a short narrative summary of analytical methods for
    inclusion in final reports/manuscripts (Jan 2026)

Note: Data collection, data cleaning, and report/manuscript
writing will all be done separately by the existing research team.

In addition to the tasks outlined above, the consultant may
be called upon to support other related research or analytical activities
within the Research and Innovation team, as mutually agreed upon.

Intellectual property for the data will sit with IRC, and
the consultant will be asked to sign a confidentiality agreement to ensure
research data are protected.

We anticipate the work will take no longer than 30 working
days total, and per donor requirement, the consultant will be required to
submit a timesheet for hours worked.

  • Data analysis plan
  • Do-files for the analysis
  • Logs of the analysis
  • Relevant tables/figures for data presentation
  • Short write-up of the analytical method to include in final
    report/manuscripts

Payment will be made in tranches upon meeting of
deliverables:

  • Deliverable set 1: Data analysis plan (Aug)
  • Deliverable set 2: Delivery of data analysis training
    sessions and training materials (Dec/Jan)
  • Deliverable set 3: Data outputs (do-files, results tables
    and figures)  for country 1 (Jan)
  • Deliverable set 4: Data outputs for country 2 (Jan)

Requirements:

  • Demonstrated experience / publication record of
    population-level survey data analysis
  • Advanced proficiency in Stata
  • Preferred: Demonstrated publication record of work on MNH-related
    topics
