TITLE: Assistance Finance officer 

TEAM/PROGRAMME: Finance

GRADE: 6

CONTRACT LENGTH:6 month

Level 2: The post holder will have access to personal data about children and/or young people as part of their work; or will be working in a regulated position; therefore, a police check will be required.

ROLE PURPOSE: 

The Assistant Finance Officer supports the Senior Finance Officer in managing financial documentation, data entry, and compliance processes. The role ensures timely, accurate, and quality financial document management, including data recording, reviewing supporting documents, managing staff advances, ensuring correct coding, and scanning all financial documentation into the Document Archive System. The position plays a key role in maintaining financial integrity, supporting payment processes, managing petty cash, and ensuring adherence to Save the Children financial policies and procedures.

KEY AREAS OF ACCOUNTABILITY:

  • KEY AREAS OF ACCOUNTABILITY

1. Financial Transactions and Cash Management

  • Collect, disburse, and control the petty cash fund in accordance with SCI financial policies.
  • Make payments upon proper authorization by Budget Holders and verify supporting documents for compliance and accuracy.
  • Maintain petty cash records, prepare timely cash count sheets, and ensure timely replenishment.
  • Prepare cash and cheque payment vouchers as per approved requests, ensuring accuracy and proper coding.
  • Effect salary and other payments upon obtaining approvals and certified payroll sheets.
  • Check and process payment for office utility bills (telephone, internet, electricity, water), withholding taxes, and government tax obligations, ensuring timely settlement.

2. Documentation, Data Recording, and Reporting

  • Maintain accurate bank and cash records both manually and electronically.
  • Prepare General Ledger and Cash Offline Spreadsheet (GLACOSE) entries for review and posting by the Senior Finance Officer.
  • Ensure all payment documents carry the “Save the Children Paid” stamp and that all attachments are counted and properly filed.
  • Maintain an organized filing system for both original and copy financial documents.
  • Scan all monthly financial documents into DAS by the 15th of the following month.

3. Advances and Reconciliation

  • Track and monitor staff working advances, ensuring that advances are properly recorded, followed up, and liquidated on time.
  • Support field-level payments and advance reconciliations when necessary.
  • Follow up to ensure all outstanding advances comply with SCI financial policies and procedures.

4. Compliance and Internal Controls

  • Ensure that all financial transactions meet SCI and donor compliance requirements.
  • Assist the Senior Finance Officer in routine internal control checks, including document verification and data consistency reviews.
  • Support preparation for audits by ensuring availability, completeness, and proper filing of financial documents.

5. Additional Responsibilities

  • Provide support to the Senior Finance Officer in any other financial transaction or documentation task.
  • Undertake any other duties assigned by the supervisor within the scope of the role.

MINIMUM QUALFICATION, EXPEREINCE, COMPETENCIES

QUALIFICATION

Qualification

  • BA Degree in Accounting, Finance, or related field, or an equivalent combination of education and relevant experience.

EXPEREINCE

  • 0 years of experience required (fresh graduates encouraged).
  • Basic knowledge of accounting systems and financial processes.
  • Proficiency in MS Office (Word, Excel, Outlook).
  • Familiarity with accounting software is a strong advantage.
