Program Overview:
FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.
The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.
The Platform has three functional Outcomes:
- The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
- The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies
- The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management.
Context:
The Government of Fiji developed and launched the Fiji National Action Plan (NAP) to Prevent Violence Against All Women and Girls 2023 – 2028, with technical support delivered through UN WOMEN. The NAP is proposed to be evidence-generating and evidence-driven, with a comprehensive monitoring, evaluation and learning framework aligned with best practice on research and analysis on VAWG, building on existing national and global evidence to assess progress towards key outcomes.
The Fiji NAP sets out a whole-of-country and whole-of-population approach with five key strategies (strategic pillars) to comprehensively address violence. The NAP commits to work strategically across 13 key influential settings in Fiji to address VAWG holistically in all aspects of public and private life: Education Sector; Universities, technical and vocational colleges; Workplaces and corporations; Sports and recreation spaces; Arts ; Health and Social services; Faith based contexts; Media, advertising and entertainment; Public spaces, transport, infrastructure; Legal, justice and corrections; Informal sector; Disciplined Forces; Traditional institutions and entities.
The NAP Implementation Unit oversees delivery of the NAP across all settings and was located with the UN WOMEN team which provided technical support and supervision. However, in September 2024, MWCSP requested the Unit be located within the Ministry offices and DFAT agreed to channel support through the Platform GEDSI Fund.
Position Summary:
The position reports directly to the National Coordinator, NAP PVAWG Coordination & Implementation Unit, MWCSP and the NAP Secretariat and Technical Working Group. The position will have an indirect reporting line to the Platform Cross-Cutting Priorities Lead.
The position is responsible for the provision of technical assistance, to progress implementation of the NAP to End Violence Against Women and Girls and strengthen links with GBV Response services and the Gender Transformative Institutional Capacity Development initiative.
Key Responsibilities:
In coordination with the National Coordinator, NAP PVAWG Coordination & Implementation Unit, MWCSP, the Fiji NAP Secretariat and Technical Working Group, the Fiji NAP Coordination and Implementation Unit, the consultant will be responsible for the following major tasks:
- Task 1: Provide high-quality technical assistance, capacity-strengthening, strategic planning and support to 13 settings to develop and implement key essential actions outlined in the Fiji NAP.
- Task 2: Support the development and implementation of a national M&E framework for the Fiji NAP including collecting and analysing information and data on progress of key benchmarks from targeted settings.
- Task 3: Facilitate linkages between implementation work plans for the Fiji NAP and the Service Deliver Protocol to Respond to Cases of GBV; and the Gender Transformative Institutional Capacity Development initiative.
Key Deliverables:
Technical assistance, capacity-strengthening and strategic planning
- Engage all 13 settings to socialize and raise awareness on the Fiji NAP alongside key priorities and actions.
- Provide targeted technical support to 5 key settings to implement commitments and actions.
- Develop setting-specific resource packs for three settings (the informal sector, traditional and education) inclusive of a 2-day training curriculum, resources, tools etc.
- Develop a general, all-setting resource pack inclusive of a 2-day training curriculum, resources, tools etc. to support settings in implementing their actions alongside EVAWG best practice and a survivor centered approach.
- Provide guidance, accompaniment, and support to strengthen capacity in the implementation of key actions.
- Support institutionalization of Fiji NAP priorities within agency strategic plans/frameworks, business/operational plans, budgets and overarching policies.
- Support distillation of agency/organisation results (technical, financial, and strategic) and support to communicate progress and learnings
- Document monthly successes and develop progress reports.
- Provide logistical and administrative support to the tasks as needed.
Monitoring and Evaluation
- In coordination with Fiji NAP governance bodies and an evidence-based approach, develop a national M&E Framework for the NAP
- Ensure strong cohesion and coordination with other members of the Fiji NAP Coordination and Implementation Unit
- Develop data collection tools and a database for output and outcome indicators for at least five target settings and national actions led by the NAP Coordination and Implementation Unit
- Provide technical assistance and training for data collection and analysis of five target settings (faith, sport, education, traditional and the informal sector).
- Analyse/interpret and communicate key findings for internal and external audiences.
- Document monthly successes and develop progress reports
- Provide logistical and administrative support to tasks as needed.
Facilitate strategic linkages between the Fiji NAP, service delivery of GBV Response and institutional capacity development program
- Ensure strong cohesion and alignment between the Fiji NAP and the Service Delivery Protocol noting the NAP references strong integration with the Service Delivery Protocol.
- Ensure synergies and linkages with targets and roll out plans for the ICD and gender responsive budgeting benchmarks.
- Distil progress, results and lessons learned in national systems strengthening for EVAWG and gender equality.
Other
- Perform other tasks as assigned by supervisor.
- Develop in consultation with the National PVAWG Coordinator, a workplan with clearly defined deliverables, milestones and targets for the NAP Team (to be shared and agreed upon with PS and the Platform).
- Support and participate in required Performance Management reviews as per Abt Policies and Procedures (including probation review and annual performance assessments).

Selection Criteria:
Education:
- Master’s degree in social sciences, human rights, gender/women”s studies, international development or related field (desired).
- Bachelor’s Degree with additional relevant work experience.
Experience:
- Five years of experience in EVAWG or gender equality and collaboration with national stakeholders in coordinating, facilitating and/or implementing action plans, policy recommendations or programs, ideally in Fiji.
- Proven experience working with diverse group of men, women, boys and girls in all their diversity with sensitivity and inclusivity.
- Proven experience providing technical assistance and capacity-strengthening support with diverse stakeholders including civil society and government.
- Proven experience developing and overseeing M&E frameworks for policies and/or programs related to EVAWG and/or gender.
- Proven experience in program management and report writing
- Working knowledge of one or more Fijian languages (i-Taukei and/or Hindi)
