Introduction

The United Nations Development Programme (UNDP) invites proposals from firms to design and develop the terms of reference for the Community Dialogue Platform within the framework of the Tonga Coastal Resilience Protection Project (TCRP). The primary objective of this assignment is to establish a sustainable, culturally appropriate, and participatory dialogue platform that enhances community engagement in climate risk-informed planning. The goal is to strengthen long-term adaptive capacity and facilitate community-driven decision-making regarding coastal protection and land-use strategies. 

The selected firm is expected to undertake tasks aimed at bridging gaps in local participation concerning coastal adaptation, thereby ensuring that infrastructure investments are informed by community perspectives and promote long-term sustainability.

1. Design a Customized Platform: To create a community dialogue platform tailored specifically to the Tongan context, ensuring it is inclusive, accessible, and suitable for the Eastern Tongatapu Coastal Region 

2. Establish Operational Frameworks: To develop comprehensive Terms of Reference (TOR) and operational guidelines that define how the platform functions, ensuring efficient, standardized communication among community members, local government, and NGOs.

3. Ensure Long-Term Sustainability: To propose robust governance and facilitation mechanisms, ensuring the platform remains active and effective for the 7-year duration (2025–2031) of the project and beyond
