The Complaints-resolution, Evaluation and Integrity Unit (CEIU) was established in 2016 as an independent unit within AIIB and is part of AIIB’s Oversight Mechanism created by its Board of Directors under Article 26(iv) of the AIIB Articles of Agreement. The 2019 Decision on the Oversight Mechanism by the Board of Directors of the Asian Infrastructure Investment Bank formally established AIIB’s Independent Evaluation function under the responsibility of the Bank’s Complaints-resolution, Evaluation and Integrity Unit (CEIU). AIIB’s first Learning and Evaluation Policy was approved by the Board of Directors in May 2021. The Policy covers the purpose of learning and evaluation in the Bank and outlines the principles and internationally accepted criteria that underpin its learning and evaluation activities.
The Evaluation Specialist will contribute to and support project-level early learning assessments and project-learning reviews of AIIB operations, covering both sovereign-backed financings (SBF) and nonsovereign-backed financings (NSBF), the latter including financial intermediation, funds, bonds, guarantees, and other forms of private sector investment. The successful candidate will also contribute to thematic, strategic, and institutional-process evaluations, in line with CEIU’s work program and evaluation protocols. The position requires sound working knowledge of evaluation methodologies applicable to both sovereign and nonsovereign interventions. They will generate insights and derive lessons to enhance the development effectiveness of AIIB-financed operations and improve institutional policies and practices. They will also support and coordinate the work of evaluation consultants, contribute to the knowledge management and learning agenda of the function, and support the overall learning and accountability objectives of the Independent Learning and Evaluation function.
Responsibilities:
Under the overall supervision of the Head of the Independent Evaluation Function (IEF), the Evaluation Specialist works within general Bank policies, and in accordance with the AIIB Oversight Mechanism and Learning and Evaluation Policy to carry out the following tasks:
- Contribute to the evaluation of the Early Learning Assessments (ELAs) and Project Learning Reviews (PLRs) of AIIB operations across both sovereign-backed (SBF) and nonsovereign-backed (NSBF) financings, and contribute to thematic and corporate-process evaluations, in line with CEIU protocols.
- Contribute to the preparation of approach papers, evaluation reports, synthesis reports, working papers, and knowledge products, and provide technical comments on draft evaluations and AIIB operational documents.
- Support the development and updating of evaluation guidance, and provide independent inputs to the design and review of operational policies, instruments, and strategies for both sovereign and nonsovereign operations.
- Support knowledge management, learning, and dissemination, including the capture and curation of lessons, maintenance of the recommendation tracking system, delivery of training and awareness-raising, and outreach across AIIB, development partners, and Members.
- Participate in joint and cofinanced evaluations with development partners, and contribute to the CEIU Annual Activity Review.
- Undertake other tasks as may be assigned by the Head of the Independent Evaluation Function or the CEIU Managing Director.
Requirements:
- At least 5 – 8 years of progressively responsible professional experience in development, infrastructure, finance, or evaluation, including work in project design, implementation, supervision, and/or evaluation across sectors (e.g., energy, transport, urban, water, climate, and finance); prior evaluation experience in an MDB or international financial institution is a strong plus.
- Working knowledge of MDB operational policies, financing instruments, and results frameworks across both sovereign and nonsovereign operations (e.g., investment loans, financial intermediaries, funds, PPPs, equity, and guarantees).
- Solid analytical and evaluation skills, with the ability to assess institutional, technical, economic, and policy dimensions; synthesize findings into actionable recommendations; and provide independent inputs to strategies and policies.
- Experience in knowledge management and learning, including capturing and disseminating lessons, tracking recommendations, and developing accessible knowledge products.
- Comfortable using technology in evaluation, including AI, data visualization, and geospatial tools.
- Outstanding written and oral communication skills in English; knowledge of another AIIB member language and professional experience in Asia are assets.
- Strong team player with a demonstrated ability to work collaboratively across functions, cultures, and levels of seniority. Ability to build trust-based relationships, contribute to a positive and inclusive work environment, and achieve results through cooperation, mutual respect, and shared accountability.
- High levels of integrity and professionalism, with the ability to manage competing priorities and engage diverse stakeholders effectively.
- A Master’s degree or equivalent in economics, finance, law, public policy, or a related field is preferred.
