National Short-Term Expert – Facilitation of the Second Round of Short-Term Vocational Training Programmes

As an implementation partner in the GIZ project “Employment Prospects for Socio-economic Integration of Refugees, IDPs and Host Communities” (EPSI), GFA Consulting Group contributes to Output 2: “Improvement of Labour Market Skills of Refugees, IDPs and Vulnerable People in Host Communities”.
Under Work Package 2 (WP2), a first round of nine short-term vocational training programmes has already been implemented through Vocational Training Centres (VTCs) across the Kurdistan Region of Iraq. GFA is now preparing a second round of five additional labour-market-oriented training programmes targeting approximately 100 participants in total (around 20 participants per training).
For this purpose, GFA seeks a National Short-Term Expert to facilitate the implementation of these training activities. The expert will work closely with the GFA Team Leader, participating VTCs, trainers. Any communication with MoLSA shall be coordinated through the designated GFA Communications Focal Point.
Main tasks
- review existing needs assessments and prepare a concise concept note;
- review and, where necessary, support the adaptation of existing curricula for Mobile Phone Repair and Electrical Installations;
- support curriculum validation processes and ensure alignment with national standards;
- identify and engage qualified trainers from participating VTCs;
- develop an outreach and selection mechanism;
- support online publication and targeted dissemination of training opportunities and select participants;
- Facilitate the implementation of five vocational training programs implemented through selected VTCs;
- monitor attendance, training quality and inclusion targets; and
- prepare training documentation and a concise final implementation report.
Required profile
- a university degree in education, vocational training, social sciences, development studies, labour market development or a related field;
- at least 5 years of professional experience in vocational training, employment promotion, training coordination or related fields;
- proven experience in designing, adapting or implementing vocational training curricula or training packages;
- experience coordinating vocational training programmes with public VTCs or comparable training institutions;
- experience in participant selection and work with vulnerable groups, preferably including refugees, IDPs, women, youth or persons with disabilities;
- good knowledge of the social, cultural, institutional and labour market context of the Kurdistan Region of Iraq;
- strong project management, coordination, facilitation and documentation skills;
- excellent written and oral communication skills in English and Kurdish; Arabic is an asset; and
- ability to work effectively in a complex multi-stakeholder environment.
- experience with GIZ-funded projects, competency-based training and disability/gender-inclusive training approaches is an asset.
