1.POSITION PURPOSE
The HR Specialist is responsible for managing all human resources functions of KOHRW, ensuring compliance with Iraqi labor laws, social security regulations, donor requirements, and organizational policies. The position oversees recruitment, personnel administration, payroll preparation, attendance management, performance evaluations, employee relations, and HR compliance while maintaining accurate and audit-ready HR records
2. KEY RESPONSIBILITIES
1.HUMAN RESOURCES MANAGEMENT
- Manage the full employee lifecycle, including recruitment, onboarding, contract management, probation, promotion, transfer, and termination processes.
- Maintain complete and confidential personnel files for all employees.
- Administer attendance, leave management, and timesheets.
- Coordinate and monitor staff performance evaluation and appraisal processes.
- Maintain disciplinary records and support implementation of disciplinary procedures.
- Ensure compliance with KOHRW HR policies and procedures.
- Maintain HR databases, trackers, and employee records.
- Provide HR guidance and support to staff and managers.
- Manage offboarding (exit clearances, final payments, separation documents)
2. RECRUITMENT AND TALENT ACQUISITION
- Lead recruitment processes from vacancy announcement through selection and hiring.
- Draft and review job descriptions and vacancy announcements.
- Receive, screen, and shortlist applications.
- Coordinate written exams, interviews, reference checks, and recruitment documentation.
- Prepare offer letters, contracts and onboarding documentation.
- Maintain complete recruitment files and records.
3.PAYROLL, ATTENDANCE AND SOCIAL SECURITY
- Prepare monthly payroll inputs and supporting documentation for Finance.
- Verify attendance records, leave balances, and timesheets.
- Maintain payroll-related records and supporting documentation.
- Manage social security registration, updates, and deregistration processes.
- Prepare and submit social security documentation to relevant government authorities.
- Maintain social security files and records for audit purposes.
4.COMPLIANCE AND INTERNAL CONTROLS
- Ensure compliance with Iraqi labor laws, social security regulations, donor requirements, and KOHRW policies.
- Monitor and enforce HR compliance across all departments.
- Maintain HR compliance checklists and tracking systems.
- Support internal reviews, audits, donor assessments, and compliance checks.
- Immediately report and escalate any compliance concerns to management.
- Ensure all HR records remain complete, accurate, and audit-ready.
5.ADMIN TASKS
- Draft, process, record, and archive incoming and outgoing official correspondence.
- Follow up on government approvals, renewals, approvals.
- Ensure proper document coding, tracking, filing, and retrieval systems.
- Archive personnel files, contracts, agreements, MoUs, organizational policies, and institutional records.
- Maintain document control procedures and archive indexes.
- Maintain and update HR forms, templates, trackers, and databases.
3. AUTHORITY
The HR Specialist is authorized to:
- Stop any undocumented HR action (contract, leave, hire, termination)
- Request HR documentation from any staff member or department
- Escalate non-compliance directly to the Director of Finance
- Deny payroll input for missing attendance or timesheet records
Recommend corrective actions related to HR and administration processes.

Education
- Bachelor’s Degree in Human Resources, Business Administration, Law, Public Administration, Psychology, or a related field.
- Professional HR certification (CIPD, SHRM, CHRP, or equivalent) is an advantage.
Experience
- Minimum 5 years of relevant experience in HR.
- Minimum 2 years of experience within an NGO, INGO, UN agency, or donor-funded environment.
- Demonstrated experience in recruitment, employee relations, payroll coordination, social security, personnel administration, and compliance.
Technical Competencies
- Strong knowledge of Iraqi labor law and social security regulations.
- Experience managing HR systems, employee records, and organizational documentation.
- Experience supporting audits and compliance reviews.
- Excellent organizational and document management skills.
Languages
- Fluent in English, Kurdish, and Arabic (written and spoken).
Computer Skills
- Proficient in Excel, Word, and HRIS/databases
