Program Background

The Australian Government, through the Department of Foreign Affairs and Trade (DFAT), has contracted DT Global to establish and manage its multi-sectoral facility, Solomon Islands Program Support (ASIPS+). ASIPS+ is providing operational support to the Solomon Islands – Australia Partnership for Economic Governance (SIAP-Eco Gov).

The goal of the SIAP-Eco Gov Program is to build economic resilience and promote policies and practices for sustainable economic recovery and growth. Australia’s objective for this Program is to strengthen accountable and inclusive governance in partnership with the Solomon Islands Government (SIG) and other stakeholders. The Program will contribute to the goal through three End-of-Program Outcomes (EOPOs):

· EOPO 1: PUBLIC FINANCIAL MANAGEMENT: Contribution to more effective and accountable public financial management systems and practices.

· EOPO 2: BUDGET SUSTAINABILITY: Contribution to more sustainable fiscal management.

· EOPO 3: GROWTH AND RESILIENCE: SIG progresses economic reforms for enhanced growth, inclusion and resilience.

The Role
The Adviser will support SINSO to strengthen the leadership and management capacity of its Economics Unit. This includes improving the range and quality of official economic statistics, with a focus on macro-micro indicators and alignment with international standards. The role will also foster strong coordination and collaboration with key stakeholders, including producers and users of economic data, in line with the National Statistics Development Strategy (NSDS) 2015–2035.

The Adviser will work within the Economics Unit, which is responsible for compiling and analysing economic statistics and supporting the implementation of the System of National Accounts (SNA 2008). The role will provide technical inputs during the design stages of national statistical projects and surveys, including survey and census modules undertaken by other government agencies. The Adviser will also deliver on-the-job training as part of a structured capacity-building plan to enhance skills and sustainability within the Unit.

Selection Criteria

Qualifications

· Qualifications: Master’s degree in economics, Statistics, or a related discipline (PhD preferred), or equivalent qualifications with at least 10 years of relevant experience.

Key Selection Criteria

· Technical Expertise: Demonstrated experience in compiling and analysing macro-micro economic statistics, including GDP, national accounts, and related indicators within the SNA 2008 framework.

· Methodological Knowledge: Proven ability to apply advanced statistical concepts and methodologies in survey and census design, data reconciliation, and harmonisation of compilation systems.

· Capacity Building: Strong track record in delivering on-the-job training, mentoring, and implementing structured capacity-building plans for government staff.

· Stakeholder Engagement: Experience fostering collaboration with key data users and producers, including ministries, central banks, and regional/international organisations.

· Analytical and Communication Skills: Excellent ability to prepare technical reports, statistical bulletins, and policy briefs; fluency in English (oral and written) essential.

· Technology Proficiency: Skilled in MS Office and statistical software such as Stata or R.

· Contextual Understanding: Familiarity with national development strategies, economic policy frameworks, and international statistical standards.

The following criteria are desirable:

· Prior experience of working in Solomon Islands or another Pacific Islands country would be an advantage.

· Familiarity or previous experience of working with information management/data visualization software.
