Under the supervision of the UNMAS Senior Mine Action Advisor to the Resident Coordinator in Ukraine, the consultant will produce a number of key deliverables including a strategy based on a training needs assessment, related concept notes and donor proposals particularly for the mine action window of the Ukraine Community Recovery Fund (UCRF) and training courses and curriculum to address the identified needs/gaps required to strengthen coherent, accountable and effective programme delivery. The consultant’s recommended strategy will enable UNMAS Ukraine to implement and operate at a higher efficiency, meeting training and human capacity needs for the national mine action sector in Ukraine. The following are the deliverables and tentative deadlines: Oct 2026 A technical training needs assessment and mapping for the national mine action sector in Ukraine. The needs assessment should identify operational priorities, gaps, risk and opportunities, and form the basis for the development the UNMAS strategy to support an effective, coherent and accountable outcome-oriented approach to training needs in line with the national mine action strategy, the UN Sustainable Development Cooperation Framework (SDCF) and SDGs. (30 Days) Dec 2026 Draft UN Ukraine mine action strategy to address technical skills gaps in the mine action sector. The strategy should be based on a baseline review and incorporate the outcomes of the needs assessment and cover support to the training of the trainer programmes, improvements to institutional training facilities and development of core curriculum to enhance the number and quality of EOD training and technical mine action skills in Ukraine. (25 Days) Jan 2027 Develop a new training course and accompanying curriculum targeting gaps identified in the needs assessment. (22 Days) March 2027 Three (3) Concept Notes and Project Documents based on the new strategy and needs assessment to address the most immediate and critical training needs and curricula gaps in current UN mine action assistance or within the national mine action capacities. (6 Days) March 2027 Summary report of follow up recommendations and next steps. (2 Days) TOTAL: 85 Days

The consultant will provide high-level specialized expertise to advise UNMAS Ukraine on enhancing its strategic framework and direction. This advice and the resulting deliverables will be developed based on the following tasks and background work undertaken by the consultant: 1) Undertaking desk reviews, remote consultations, technical analysis and drafting of reports and other documents reviewing programme documents, operational plans, donor requirements, partner documents, national mine action frameworks, coordination materials, reports and other relevant reference materials: 2) Reviewing assessment and oversight tools and systems for mine action training projects and implementing partner plans and drafting progress reports and recommendations to address implementation challenges, bottlenecks, risks and follow-up actions; 3) developing specific technical briefings, mappings, issue-based papers on training and human capacity building; 4) facilitating technical coordination with national mine action authorities, relevant ministries, regional and local authorities, UN entities, donors, implementing partners and other stakeholders with regard to developing training materials and conducting training for Ukrainian counterparts; 5) providing substantive input to the identification and documentation of good practices, lessons learned and recommendations to strengthen UNMAS Ukraine operational planning, implementation and future programming particularly related to training and human capital investment projects within Mine Action in Ukraine.
Education: Advanced university degree (Master”s degree or equivalent) in social sciences, public administration, international development, humanitarian affairs, or a related field is desirable. A first-level university degree in similar fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A recognized national qualification as an EOD officer/EOD level III certification required. Graduation from a military academy or senior NCO equivalent training or similar security institution is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. JFQ/JSQ: A minimum of 15 years of established expertise in technical training particularly weapons and explosive ordnance destruction, with a focus on mine action, humanitarian operations, peace operations, stabilization, security-sector support, disarmament and/or a related field is required. Demonstrated expertise and knowledge of mine action and EOD operations as well as the relevant international standards and frameworks (e.g IMAS) is required. Experience working in Ukraine with the national mine action authorities (SESU, Police, SSTS, NMAA, CHD, NMAC) is required. Knowledge of Ukrainian National Mine Action Standards is desirable.
