Job Summary

IOM, UN Migration Agency in Cox’s Bazar, Bangladesh is looking for a Site Management Support Officer who will provide technical support and assistance in promoting adequate and community owned delivery of services in the sites hosting refugees.

Key Responsibilities

    Support the establishment and maintenance of an effective coordination system of service provision at camp level.

    Participate in required assessments at camp level aimed at collecting information on services available, population needs and composition.

    Maintain a camp information management system in line with site management sector guidelines including sex and age-disaggregated data. Share information with all relevant stakeholders, in a manner that upholds the principle of data protection and confidentiality.

    Facilitate the mobilization and participation of the camp and host populations at site level, with particular emphasis on meaningful inclusion of women, children, elderly, and persons with specific needs into the decision-making processes.

    Promote and facilitate accountability towards camp population through the use of information sharing and feedback mechanisms (i.e., Common Feedback Platform). Ensure that the refugees are aware of the assistance and services available in the site and how to access them.

    Provide information and guidance in the clarification of roles and responsibilities amongst stakeholders in the camp and support capacity building activities as required.

    Monitor and follow up on maintenance of site infrastructure and support the mobilization of camp residents with a focus on sustainability and community/local government ownership.

    Support the implementation of Disaster Risk Reduction (DRR) works in coordination with the site development team, map safety risks and other hazards at site level and surrounding communities when feasible.

    Support multi-hazard contingency planning based on worst-case and most likely scenarios in terms of population movements.

    Contribute to the development of an effective referral mechanism and service monitoring system in close collaboration with relevant stakeholders.

    Maintain appropriate links with national/local authorities, state institutions, civil society, and other relevant stakeholders, including effective coordination and information exchange with them.

    Assist with the development of IOM site management standard operating procedures as well as other strategic documents.

    Provide technical inputs for resource mobilization and engage in capacity sharing initiatives with national stakeholders as well as for meet project implementation and reporting requirements.

    Perform such other duties as may be assigned.

Required Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Practical experience with international organizations, in development, implementation and evaluation, and/or programme implementation and management;
  • Experience in Camp Coordination and Camp Management, relocation, Cash for Work, Emergency Shelters and Non-Food Items, and project management; and,
  • Previous experience working in Bangladesh or Rohingya population.

Skills

  • Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;
  • Good knowledge of the IOM project management cycle;
  • Good knowledge of UN and bilateral donor programming;
  • Ability to write and speak clearly and concisely in English;
  • Proven high-level representation skills, such as speaking at meetings and providing situational analysis;
  • Knowledge of the region or previous experience working with the Rohingya Community is an advantage;
  • Computer skills and proficient knowledge of Microsoft applications (Word, Excel, Outlook, SharePoint, PowerPoint) are essential;
  • Basic mathematical competencies concerning project budgeting and financial analysis;
  • Strong project development and report writing skills;
  • Strong operational planning skills required; and,
  • Familiarity with different project cycle steps and donor relations.

Languages

For this position, fluency in English is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) and/or Bengali is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
