Under the supervision of the Chief – Field Strategy and Technical Support, the incumbent will work with the global operations community focused on field offices (Country and Regional Offices) to support capacity building efforts, technical support on the ground, follow up on status of implementation of various initiatives in furtherance of the above office objective. The incumbent will network and collaborate closely with the Regional and Country Office’s Operations Managers and Deputy Representatives, to ensure coherence of approach, identify and address systemic root causes requiring a corporate-level response, and the sharing of best-practice, while supporting the Chief, Field Strategy and Technical Support.

Key functions, accountabilities and related duties/tasks:

Contributes to new initiatives, change management and improved methods of working:

  • Support Operations change management and roll out, including implementation of initiatives in the field offices.
  • Support the development, analysis and promote acceptance of new methods of work and automated workflows using the knowledge of results-based management and budgeting, enterprise resource planning (ERP) and other information technology.
  • Research best practices and opportunities for Artificial Intelligence (AI) use in Operations, including supporting the Chief Field Strategy with data, rationale and information for business cases development, pilot project and structured roll out in country and regional offices.
Supports the development and capacity of operations functions in UNICEF regional and country offices:
  • Ensure comprehensive preparation for training and capacity building engagements, including collecting material & drafting presentations and Talking Points, coordinating agendas, lists of participations and keynote speakers for Operations learning event.
  • Coordinate the communication and information sharing between Country offices, Regional Offices and DFAM.
  • Coordinate the implementation of regional/country financial management and administrative capacity building initiatives aligned with overall global operations strategy.
  • Supports and coordinates regular communication pertaining to finance and administrative policies and procedures globally in UNICEF regional and country offices.
  • Supports the Chief, Field Strategy and Technical Support in coordinating on-site support to address field impacts of finance and administrative-related change initiatives.
  • Support the design, development and implementation of finance and administration capacity building programmes across the regional and country offices.
Effective contribution towards peer reviews, technical support and operations compliance globally:
  • Conduct regular analysis and support the revision of the peer review framework in line with relevant policies and feedback received from all stakeholders.
  • Support follow ups in peer reviews reports and recommended actions proposed by Regional Offices when necessary.
  • Assist the Chief Field Strategy and Technical Support in providing substantive support in self-assurance activities in Country and Regional offices related to the certification of the Statement of Internal Controls as directed by the Comptroller.
  • Support to the implementation and strengthening of internal controls at field level in order to provide relevant assurances to the Comptroller.
  • Support the periodic Operations analysis of Strength, Weakness, Opportunities and Threat(SWOT), and contribute to the formulation of recommendations and relevant strategies.
Support the development and talent management of operations staff globally:
  • Gather, analyze, and ensure the accuracy of all Operations talent development and management related data while continuously updating the Share points sites, Agora, TP&P Portal, Databases, and Dashboards.
  • Provide inputs and insights using data and analytics for Operations talent supply and demand and contribute to the proactive Planning & Placement (TP&P) strategy, metrics, processes and communication to meet business needs in country, regional and HQ offices.
To qualify as an advocate for every child you will have…
  • A university degree (Bachelor’s) in Business Management, Public Administration, Finance, and/or other related fields aligned with the functional areas of Operations (ICT, Supply and Logistics, HR and/or Internal Control).
  • A minimum of two (2) years of relevant work experience in finance, risk management, compliance, or other related fields aligned with the functional areas of Operations (ICT, Admin, Supply and Logistics, HR and/or Internal Control). 
  • Previous hands-on experience working with SAP or other ERP tools is required.
  • Experience with policy compliance, monitoring and support to offices is highly desirable.
  • Experience working with Risk Management platform training tools and talent planning platform is highly desirable. Working experience with the UN or an international organization is desirable.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is considered an asset.
