Key Responsibilities (not all-inclusive, nor exhaustive):

Within the assigned unit and delegated authority, the Head of OIM will be responsible for the following duties:
• Provide full support to the Country Director and Deputy Country Director, serving as the first port of call for all information requests pertaining to WFP’s Lebanon operations.
• Work closely with WFP Programme as well as vulnerability analysis and mapping (VAM)/Monitoring and Evaluation (M&E) to develop clear analysis for the Country Director and Deputy Country Director, which would then feed into key reports, publications, and talking points for both internal and external consumption.
• Oversee the collation, analysis, and communication of political and humanitarian analysis pertaining to WFP current or future responses, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact and to ensure country-specific input to WFP’s operational reporting.
• Ensure consistency of monthly and annual performance reporting into WFP corporate systems, including COMET (Country Office Tool for Managing (programme operations) Effectively) and other information management systems.
• Coordinate the Annual Performance Planning process for the Country Office.
• Lead the country office reporting processes, including the Annual Country Report (ACR), internal and external Situation Reports, factsheets, briefing material and other reports as required, in collaboration with respective country office units and/or external sources and using data analysis/mapping generated by the Unit.
• Support staff in assigned area and across functions to ensure an aligned and consistent approach to, and drive the quality and consistency of, information management, analysis, and performance reporting.
• Collaborate with counterparts internally and with other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information.
• Coordinate the development of systems and tools that support effective information management, knowledge management, and performance reporting in line with WFP and UN policies and practices. Identify gaps and challenges in existing information management systems and contribute to solutions to be implemented, including strategic guidance to the Technical Data Working Group and support to identity management and assurance processes.
• Collaborate with VAM/M&E, Cash Based Transfer (CBT), and other functional units to support CBT assurance processes, including trend analysis and transfer reconciliation, detection of operational anomalies, and analytical reports to support business requirements.
• Enhance capacity and provide support for country office units on data visualization, analytics, and analysis, including through the development of dashboards (namely through Tableau and ArcGIS), infographics, and reports.
• Ensure appropriate GIS support to mapping and information needs of country office functional Units, including (but not limited to) VAM/M&E, Programme, Communications, and country office Management.
• Contribute Geographic Information System (GIS) products and support to operational data analysis/reporting for internal and external use.
• Establish links with other agencies and networks to ensure an appropriate level of inter-agency data and maps exchange, and participate in inter-agency meetings as appropriate.
• Manage a team of information management/data analyst and GIS staff, providing coaching and guidance as required to ensure appropriate development and enable high performance.
• Other duties as required

Minimum Qualifications:

Education: Advanced University degree in Political Science, Economics, Statistics, Information Management, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience: At least six (6) years of postgraduate professional experience in a relevant field of work, with a background and interest in humanitarian and/ or development.

Language: Fluency in both oral and written communication in English. Knowledge of Arabic is an added advantage.

Required Experiences for entry into the role:
• Excellent writing and communication skills, including experience with targeted written or visual communication materials and presentations.
• Strong analytical skills and proficiency in the use of statistical concepts and tools to analyze and interpret information and draw out key messages.
• Experience working with qualitative and quantitative data from different sources including geospatial to produce operational and/or programmatic analysis and evidence to inform decision-making.
• Demonstrated ability to build and sustain effective collaborative relationships with stakeholders at all levels to drive results
• Experience to lead, motivate and develop a small team of junior staff
• Experience supporting and guiding staff with complex analysis and queries, and cross-tabulation/analysis among various data sets.
• Understanding of the project management life cycle, including CBT programming, and WFP operational reporting requirements is desirable.
• Knowledge of vulnerability assessments/surveys concepts and principles (preferably with WFP), with some knowledge of best practices, techniques and processes. Prior experience working in WFP Vulnerability Assessment Mapping and/or data analysis field is desirable
