The objective of the post is to lead a team implementing WHO core functions in line with the strategic agenda set out in the CCS and the specific technical areas of work mentioned above. The post will ensure strong and timely planning, implementation, reporting around the country office workplan and in collaboration with regional, national and headquarters counterparts. He/she will also ensure effective utilization of WHO resources within the WHO managerial framework, optimization and mobilization of internal and external resources for national health development, and cooperation and coordination with other UN agencies, national and international partners / stakeholders in health and health related work.
Description Of Duties
  • Under the supervision of the Head of the WCO in Thailand, and in close coordination with relevant Programmes of SEARO/WHO and HQ/WHO,
the incumbent will:
  • Provide leadership, technical expertise, and/or technical oversight to support the MOPH in strengthening its capacities in the areas of the General Program of Work (GPW) pillars on UHC and certain aspects of healthier populations, including Digital Health and e-health, Health Information Systems and Enhancing Thailand’s Leadership in Global Health.
  • Directly support the Head of the office in facilitating Thailand’s work within and beyond its borders, including horizontal collaboration with other member states, facilitating incoming fellowships to Thailand, maximizing opportunities for WHO collaborating centers of excellence.
  • Maintaining liaison and coordination with national authorities, academic institutions, UN agencies, Civil Society Organizations, and other partners, as relevant to the scope of work on UHC, Healthier populations and relevant CCS areas.
  • Coordinate the development, implementation, monitoring and evaluation of the CCS.
  • Coordinate with the UN Country Team to support the development, monitoring and evaluation of the UN Sustainable Development Cooperation Framework for Thailand and other relevant areas.
  • Oversee and monitor technical implementation against agreed-upon targets, goals and resolutions including those set through WHO governing bodies.
  • Identify and implement activities to enable a more effective and strategic collaboration with the host government, including on alignment of priority plans.
  • Contribute to technical and financial monitoring of WHO’s Program Budget, and coordinate internal WCO planning and reporting, ensuring alignment with regional office timelines and requirements.
  • Coordinate and formulate efforts for resource mobilization.
  • Support the WHO Representative on issues related to WHO Governing Board meetings.
  • Perform other duties as assigned by the Head of the WCO in Thailand.
Required Qualifications:
Education:
  • Essential: An advanced University degree (Master’s degree or above) in any of the following: public health, social sciences, economic sciences, information management, statistical sciences.
  • Desirable: Qualification in Digital Health, e-health, and/or in Health Information Systems.
Experience:
  • Essential: At least 10 years of relevant experience in international public health, including considerable experience obtained in an international context.
  • Experience working with national governments on policy/strategy development, and health systems strengthening (UHC/PHC). Experience in providing technical collaboration and working with various agencies and actors in capacity building, developing and promoting collaborative partnerships. Demonstrated experience supervising technical staff.
  • Desirable: Experience or sound knowledge of WHO mandate and goals in health systems strengthening. Experience working in the areas of digital health and e-health solutions. Experience of working with WHO country office or other UN agency country office providing policy and/or technical assistance to government, such as Ministry of Public Health.
  • Experience in programme planning, monitoring and evaluation, and resource mobilization at WHO or other international organization. Published peer-reviewed publications in health or public health related areas.
Skills:
  • In-depth and up-to-date knowledge about health systems and Universal Health Coverage related areas.
  • Demonstrated capacity for innovative and strategic thinking.
  • Clear ability to identify problems, propose solutions through consensus building, and follow through on implementation.
  • Advanced analytical skills and ability to apply such analyses to strategic development.
  • Well-developed budgeting and planning skills.
  • Excellent communication and negotiation skills, ability to write high quality technical reports.
  • Ability to convene and work with all relevant national and international stakeholders.
  • Strong interpersonal skills, and ability to manage a diverse team and work across different cultures. Ability to deliver presentations to technical stakeholders and media on relevant areas of work.
Use of Language Skills:
  • Essential: Expert knowledge of English.
  • Desirable: Beginners knowledge of Thai.
