The Office of Climate Change, Biodiversity, and Environment (OCB) promotes integration of innovative approaches in the activities of the Organization, for the sustainable use, management and conservation of natural resources for food and agriculture. OCB assists FAO Members in their responses towards the challenge of climate change mitigation and adaptation, as well as the development of adaptive capacities of agriculture, fisheries and forestry for conservation and sustainable use of biodiversity and other natural resources. It provides a coordination role on climate change, biodiversity and the environment. 
The Office also serves as the focal point for a multidisciplinary and global approach to United Nations Framework Commission on Climate Change (UNFCCC), Commission on Biodiversity (CBD) and topics on Bioeconomy and Bioenergy as well as on Globally Important Agriculture Heritage Systems, ecosystem restoration and green and climate resilient agriculture. 

Reporting Lines:

The Programme Specialists will work under technical supervision and reports directly to the Environment Team Leader or respective Officer at OCB. When activities are carried out in regions and countries, the consultant will be required to work in close collaboration with the FAO Representation in the relevant country of assignment, as well as with relevant FAO regional office.

Technical Focus: 
 

The Programme Specialists will provide essential technical and programming support for FAO’s global engagement and regional/country work, focusing on environmental sustainability of agrifood system transformation, including environmental, climate and social risk assessments, bioeconomy for sustainable food and agriculture, agricultural plastics and pollution, and other relevant focus areas of the Environment team at OCB. The programming functions may include resource mobilization, programme and project management, advocacy and outreach. The Specialist will also ensure that provisions for the environmental sustainability of agrifood systems are mainstreamed in relevant FAO policies, strategies, plans, and frameworks. Key areas of global involvement include contributing to the implementation of relevant Multilateral Environmental Agreements, the UN Reform initiatives, and support for other relevant multilateral fora on environmental sustainability of relevance to FAO.

Tasks and responsibilities:

  • Monitor and aassess agriculture and food security risks associated with climate change, biodiversity loss, and environmental degradation. 
  • Support relevant activities promoting sustainable use of plastics in agriculture.
  • Conduct research and analysis on bioeconomy innovations as a driver of sustainable agrifood systems transformation and provide further support to the implementation of the FAO’s Priority Programme Area BE2: Bioeconomy for Sustainable Food and Agriculture.
  • Provide technical advice and support to member countries in the development and implementation of policies and practices related to environmental sustainability of agrifood systems.
  • Support resource mobilization including in partnership with bilateral and private sector partners alongside International Financial Institutions and Foundations, particularly with a focus on promoting bioeconomy innovations and the sustainable use of plastics in agriculture.
  • Engage with stakeholders and build partnerships to support global networking and advocacy initiatives on environmental sustainability, including by integrating bioeconomy practices and reducing plastic usage in agriculture.
  • Ensure that provisions for the environmental sustainability of agrifood systems are mainstreamed in relevant FAO policies, strategies, plans, and frameworks.
  • Contribute to the implementation of a comprehensive advocacy and outreach a for FAO’s work on environmental sustainability.
  • Support project and programme management functions in areas of responsibility.
  • Assist with the organization of internal and external meetings and outreach events (e.g., meetings, workshops, webinars).
  • Perform other duties as required.
Candidates Will Be Assessed Against The Following:

Minimum Requirements:

  • Advanced university degree in Environmental Science, Environmental Management, Natural Resources Management, Bioeconomy, or a related field.
  • One to four years of relevant experience (cat  C) and at least five years’ relevant experience (cat B)  in programme and project management, particularly in areas related to environmental sustainability, bioeconomy, and/or relevant field..  
  • Working knowledge of English, French or Spanish, and limited knowledge of one of the other two or Arabic, Chinese or Russian if required by the assignment 
Technical/Functional Skills: 
  • Work experience in more than one location or area of work.
  • Demonstrated experience in programme and project management, advocacy and outreach, and resource mobilization is desired. 
  • Familiarity with FAO systems and Programme policies will be considered an asset.
