The Gender and Adolescent Development Section, UNICEF East Asia Pacific Regional Office (EAPRO) is seeking adolescent development and participation (ADAP) consultants to be part of a stand-by Roster for short- and longer-term consultancy assignments. These may be remote/home-based or in-person within EAP region working alongside the EAPRO Regional Adolescent Development Specialist or Country Office technical leads.
This EAPRO ADAP Roster – of qualified and experienced pre-screened consultants – will be established to provide technical assistance to East Asia Pacific Country Offices (COs) or EAPRO to support the implementation of UNICEF evidence generation, programming and advocacy work in the area of adolescent development and participation.
This Expression of Interest (EoI) vacancy announcement is for ADAP consultants to submit their application for consideration to be placed on the EAPRO ADAP Consultant Roster. Short-listed applicants will be placed on the roster to be sourced for upcoming assignments in 2024-2026.
Adolescent Development and Participation consultants on the EAPRO Adolescent Consultant Roster will work alongside UNICEF EAPRO Regional Adolescent Development Specialist and/or UNICEF Country Office technical leads to respond to adolescent development and participation support and technical assistance requests, and to advance the knowledge and implementation of the Strategic Plan’s priority around working with and for adolescent and youth as equal partners and to mainstream meaningful participation across programmes, evidence generation and policy advocacy work. Support and technical assistance requests will be formulated into a specific Terms of Reference (ToR) for each work assignment.
The main service areas in future work assignment ToRs are as follows:
Programme Analysis:

The main service areas in future work assignment ToRs are as follows:
Programme Analysis:
- Technical assistance to conceptualize and ensure mainstreaming of ADAP Components in UNICEF’s sector programming: Health, Nutrition, WASH, Child Protection, HIV/AIDS, Education (specifically in Skills and Transition to Work area), Social Policy, Climate Action, Emergency, SBC, Disability Inclusion, Private Sector Engagement, etc. This can also include the provision of technical inputs to strengthen meaningful participation of adolescents and youth in programming, evidence generation and policy advocacy work, sector specific toolkits, manuals, training, guidance, policy drafts and other documentation. This would include support in planning and developing a situation analysis on adolescents in the country, and may also involve supporting to the UN Common Country Assessment.
Programme design:
- This involves support to processes of prioritization, development of theory of change, and consultation with partners among other tasks, in line with UNICEF’s Guidance on Programming for the Second Decade. This includes drafting explanatory notes that highlight clear priorities for adolescents and ensure that there is focus on achieving results on adolescents’ participation and empowerment, particularly through use of consultative, collaborative and innovative approaches.
Programme monitoring and review:
- This involves support on strengthening and/or revamping adolescents’ programme priorities if and when there is a significant review of programming which necessitates focus on adolescents’ rights, and also during mid-term reviews and evaluability assessment. Support would include documentation of good practices and lessons learned for adolescent programming. Support would also involve facilitation of the review process, specific programming analysis, gathering of evidence, as well as facilitation of consultation with key stakeholders. This can also include support to offices towards establishing priorities for the 10-19 age group and/or be linked to redefining existing goals towards strengthening programming for adolescents and aligning with global priorities and partnerships that may require UNICEF to work with young people as well
Capacity building and training:
- support capacity building efforts in this portfolio, especially on meaningfully engaging adolescent girls and boys in programming, policy-development, research and advocacy. This would also include on global tools and guidance in this area.
- Estimated Duration of Contract: Work assignments and duration of contract will be based on the specific TOR for each assignment.
Official Travel:
- Official travel will be specified in the TOR for each assignment, as requested by EAPRO and/or COs.
To qualify as an advocate for every child you will have…
- Master’s degree in Business, Social Sciences, Gender, Communications, Intercultural/multicultural studies or Diversity & Inclusion is required, or related fields related to the assignment
- Minimum 5-8 years of progressively responsible professional work in the field of adolescents’ programming, with specific experience related
- Strong experience and knowledge of adolescents’ rights across key UNICEF programming areas, particularly related to adolescents and youth participation and empowerment.
- Strong and up-to-date knowledge of results-based management principles and practice in relation to cross-sectoral programmes.
- Fluency and excellent analytical writing skills in English.
- Able to translate theoretic concepts into easy to digest/brief notes and concepts.
- Be able to work independently as well as with a team in an international, multicultural and interdisciplinary environment and establish harmonious and effective working relationships both within and outside the organization.
- Experience in work environment of an international agency, UN, or international institutions is desirable; prior experience in UNICEF is an asset.
- Knowledge and experience in development programming in the East Asia and Pacific region is a strong asset.
- Required computer skills (MS Windows, MS Office applications, Infographics).
- Sound and up to date knowledge of UN and UNICEF policies and practices in programme design, implementation and monitoring and reporting in support of second-decade programmes is an asset.
- Familiar with Do No Harm principle and ethics
- Ability to work within tight deadlines
