The main objective of the consultancy is to provide a technical input to strengthen WHO EMR capacity on donor intelligence and resource mobilization. This will include identifying existing and new opportunities to support diversification of funding sources and exploring options for innovative financing.

Background:  

  • Resource Mobilization is one of the priorities of the WHO Regional Director’s “Vision 2023” for the Eastern Mediterranean Region (EMR) and is an integrated part of the Department of Communication, Resource Mobilization and Partnership (CRP).  
  • The Regional RM Strategy was developed based on the Global RM Strategy, GPW 13, EMR vision 2023, it is a living document and will continue to be updated according to global and regional priorities.
  • The RM program’s Strategic Objective is to Expand EMRO’s RM presence, contribution, and scope of work to better equip the organization to respond to the needs of EMR populations and fulfil its mandate.
  • With EMR witnessing a high level of fragile, conflict and vulnerable countries (around 54% fragile countries), the role of the WCOs in the EMR is not fully normative in nature. In a number of these WCOs there is a need to fund raise and the region needs supportive capacity to develop results-oriented proposals outlining what its measuring.
  • Having a dedicated RM team in EMRO, the RO is expected to be better equipped to respond to the needs of EMR populations and fulfil the organization’s mandate.
  • The program’s specific objectives are to: Identify regional and country office funding needs, and coordinate with WHO/HQ. Establish and cultivate close and regular relationships with donors and funding agencies, mapping and matching their areas of interest with WHO programs.
  • This is in addition to supporting development of proposals and reporting, interface with donors, partners and funding agencies transparently, providing them with agreed information and updates and responding to their queries and questions. Advise senior management to inform decision-making& oversight of donor/partner portfolios.
Deliverables:
  • Roll out of donor intelligence, developing and disseminating presentations and analysis in preparation of high-level meetings  WHA, UNGA, COP 29, AFDB, DIHAD,.
  • Participate in the Design and development of the 22 RM country analysis reports per WCO, and 3 RM reports of technical departments TD at EMRO, analysis covers 3 main sections: a) Health funding to all agencies in EMR countries, b) RM Funding analysis to WCO, c) Scanning the horizon with a forward-looking intelligence. 
  • Draft donor mapping in support of TD in EMRO, exploring donor’s interests and requirements and mapping them against WHO programs in coordination with relevant BC’s
  • Draft 3 RM analysis reports covering 3 IFIs donors (WB, AfDB, IsDB), to strengthen RM engagement.
  • Provide intelligence and business management regarding RM opportunities in our region focusing on GCC countries, exploring existing mechanisms of mobilized resources amongst UN agencies.
Resource Mobilization (RM):
  • Contribute to the development of 5 (PERMS) Partnership engagement and RM strategies covering 5 BCs, developing analysis of current & forward-looking funding intelligence.
  • Participate in Capacity building trainings provided to empower WHO staff in WCO and EMRO TD, and strengthen their capacities in support of RM.
  • Maintain an up-to-date donor database and calendar of events, in coordination with CRP/focal points.
  • Contribute to strengthening of donor stewardship, including supporting with timely donor reporting. 
Additional Support to CRP:
  • Support with review and providing quality assurance and clearance for proposals, agreements, supporting the Contributor Engagement Management System (CEM).
  • Supporting WHO country offices (WCOs) and regional office (RO) technical departments in full cycle of RM, including development of investment cases, development of proposals, etc.
The assignment is divided into Three deliverable phases:
  • Inception report outlining key priority areas identified to be worked on with expected timeline to complete this assignment.
  • The main discussion points that are raised and agreed upon are to be included in the inception report and cleared by direct manager within the first two weeks.
  • Progress report of deliverables: Throughout the course of the assignment deliverables pertaining to the scope of work.
  • a Donor intelligence and funding analysis drafts covering EMRO TD and WCO’s as outlined under output 1
  • Resource Mobilization efforts as identified in output 2.
  • Overall CRP RM support, CEM and any additional requests received as identified under output 3
  • End of consultancy report and deliverables presented, shared and validated by direct manager within the consultancy duration.
Qualifications, experience, skills and languages:
Educational Qualifications:
  • Essential: University degree in business management, finance, economics, or international relations or related field from an accredited/recognized institute.MBBS and specialty in trauma
  • Desirable: A Master’s degree in business management, finance, economics, or international relations or related field from an accredited/recognized institute. 
Experience: 
  • Essential: At least 2 years of experience in donor and market intelligence, business management, donor relations, financial analysis.
  • Desirable: Prior working experience with WHO or understanding of WHO mandate and goals.
Skills/Knowledge:
  • Developed skills in donor business intelligence and resource mobilization.
  • Very good skills in technical and financial analysis.
  • Very good Project Management and Monitoring skills.
  • High proficiency in presenting data using Microsoft office and other RM dashboards in an effective manner.
  • Demonstrated ability to work in complex multi-level international organizations and establish good and effective working relationships within and outside the organization.
  • Experience in WHO or UN system
  • Ability to “think out of the box” and to make innovative recommendations related to RM.
Languages and level required (Basic/Intermediate/Expert):
  • Essential: Excellent knowledge of English & Arabic.
  • Desirable: knowledge of French would be an asset
