Overview

USAID’s Momentum Country and Global Leadership (MCGL) award is a seven-year USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance, and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning. MCGL seeks a Chief of Party (COP) to provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for an upcoming USAID family planning program in Jordan. The MCGL Jordan program will provide support to the USAID/Jordan-funded Government to Government Partnership for Health in Family Planning (PHFP) program, led by the Ministry of Health, with aims to promote and provide quality family planning services to the population of Jordan.

The COP will have the overall responsibility for leadership and management and reporting of all project activities in Jordan. The COP will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity. They will be supported by the Senior Director, Programs and the leadership of MCGL’s Global Award to address issues requiring MCGL’s Agreement Officer’s Representative (AOR) core team involvement. They will serve as the project’s main point of contact with USAID and the Government on routine and strategic matters. The COP will ensure effective organizational management and communication with the Jordan country government and key stakeholders at all levels, including international entities.

Responsibilities

  • Provide leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained goals, objectives and targets
  • Continually reinforce and reaffirm the aims of this USIAD field buy in to build capacity of  of the Ministry of Health to succeed in implementing its project goals and activities, and demand ways of operating and working from both local and global project advisors that are consistent with those aims
  • Ensure the project is technically sound, evidence-based and responsive to the needs of countries, its people and donors
  • Advance goals of locally led development and work closely to strengthen capacities of local institutions, primarily the Jordanian Health Communication and Awareness Directorate and Jordanian Woman and Child Health Directorate, but also other Jordanian organizations that will be engaged in the project, including the Royal Medical Services, Jordanian universities and professional associations, and possibly Jordanian community-based organizations engaged in work under PFHP.
  • Ensure compliance with the terms of the award and organizational compliance and adherence to policies and guidelines
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
  • Provide technical leadership and ensure the quality and sustainability of interventions
  • Collaborate with the project team and consortium partners to build capacity in area of family planning, organization project, information and knowledge management systems, monitoring and reporting procedures.
  • Ensure USAID guiding principles e.g. Locally led development, Sustainability, inclusive development and Diversity Equity Inclusivity, gender equality, Private Sector Engagement to name some, are woven into project implementation approaches
  • Negotiate working agreements with the Ministry of Health to outline terms of mutual accountability in delivering results to USAID and hold both parties accountable to the letter and spirit of those agreements or to review and to review and renegotiate them as needed.
  • Lead work planning process with the project team, and in close collaboration with USAID, MoH, and health directorate offices, key stakeholders, partners, and ensure effective resource planning and utilization
  • Responsible for the overall management of the project budget and ensure the project delivers on time, on scope and on budget
  • Oversee the preparation, and timely submission of quality project reports to donor, inclusive of both Mission level reporting and contributing to global reporting requirements
  • Participate in relevant technical working groups and other knowledge exchange forums and provide technical leadership and guidance as required
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
  • Lead and motivate the project team, ensuring high levels of performance across all areas, fostering a culture of critical problem solving, innovation and strategic thinking
  • Provide guidance, in collaboration with staff, to sub-grantees and partners to ensure they deliver on their scope
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results, and provide strategic inputs to the project’s Collaborating, Learning, and Adapting (CLA) agenda
  • Work with finance and project staff to develop and track project budgets
  • Coordinate efforts with the country team lead to ensure alignment with organizational strategy, mission and goals

Required Qualifications

  • Advanced degree in health administration, medicine, nursing, health sciences, public health, public policy or administration, or a related field; and 10+ years in a senior level position overseeing large and complex awards
  • Proven ability to facilitate and negotiate complex agreements with diplomacy, while remaining focused on end results
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
  • Prior experience and expertise in family planning programs
  • Experience working with sub-/grantees, local and international and knowledge of capacity development approaches for government entities and for locally-led development
  • Strong analytical and critical thinking skills and ability to translate data into action, and communicate results to wide ranging audiences
  • Intimate understanding of health and/or population welfare systems in Middle East contexts
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs and CSOs
  • Previous experience working on USAID-funded projects, matched with an in-depth knowledge of USAID regulations, compliance and reporting requirements
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in Arabic and English
  • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
  • Ability to travel nationally and internationally

Preferred Qualifications

  • Prior experience with Government-to-Government grant mechanisms
  • Prior family planning program management experience in diverse countries and settings
