Job Description

IRCs Economic Recovery & Development Department implements a range of activities inside northern Syria aimed at helping internally displaced and crisis-affected people develop skills, access work opportunities, build and improve their livelihoods, and meet their basic needs. These objectives are met through emergency and non-emergency distributions of cash, vouchers and commodities, skills training programs and agricultural support activities. The role of the ERD Field Assistant is to lead and oversee the actual distribution and registration process in the field, supervise volunteers with full provision and explanation on the work plan, and support other ERD Field Staff to ensure proper implementation of program activities.

The Livelihood Assistant will report to the Syria-based Livelihood Officer and will work closely with the other Livelihood Assistant, and Syria-based Senior Livelihood Officer and Program Manager. The Livelihood Assistant will be based in Hizreh or Maaret Masrin , with frequent visits to specific operational sites.


Responsibilities:

Program Support

Participate with colleagues in data collections and conducting feasibility and need assessments.

Carry out market assessment and need assessment data collection, and supervise the IWs in the process (if the data collection needs for IWs).

Identify possible Livelihood projects that provide benefits to the community. Give technical and theoretical inputs on proposed projects.

Support the Livelihood Officer to coordinate activities and assessments with the target community and local authorities, join coordination meetings with Local authorities and Relief Committees when required.

Support the Livelihood Officer on leading plans for Livelihood projects. Ensure project activities are in line with the project plan and recommend necessary modifications and revisions where needed.

Provide necessary briefings and guidelines about the tasks and activities to Livelihood Project beneficiaries.

Oversee Livelihood projects (CfW, VT, SMEs, etc.) and conduct regular field visits to complete the field activities.

Collect beneficiaries attendance on a daily basis and flag any related issues. Submit the attendance sheet to the Livelihood Officer for review by the end of every round project.

Monitor the progress of the projects and Present daily verbal or written reports on project and address needed support or challenges to the Livelihood Officer.

Liaise with IRC Syria-based Supply Chain and Finance teams as required to ensure needed support is provided.

Cooperate on the required level with IRC Monitoring and Evaluation Unit in monitoring activities and collecting beneficiaries feedback and conducting PDMs and Endlines.

Report incidents and threats and raise the team concerns and work challenges to the direct Supervisor and Security team.

Represent IRC on the local level and maintain effective communication and transparent functional relationships with community leaders, Camp Managements, Relief Committees, and Local authorities to ensure their support with arrangements for distribution, problem solving, team safety, and getting the aid to the right beneficiaries and reducing tension among the community.

Ensure all necessary arrangements take place prior to any planned travel. Immediately report any shortage of resources.

Provide any support that requested by the direct supervisor.


Field Documentation/Program Learning:

  • Ensure proper documentation of all program documents. Review all documents filled in the field and submit to the Livelihood Officer by the end of every working day for review.
  • Support the Livelihood Officer in archiving the program documents in proper and safety ways and ensure the smoothed access of Jordan, Turkey, and Syria-based teams to these documents.
  • Ensure sharing live photos and videos of the different ongoing activities with the Livelihood Officer.
  • Support the Livelihood Officer in preparing IWs and vehicles payments by the end of every month, as well as filing all project-related documents.
  • Identify issues, problems and/or concerns affecting the program with and present recommendations to the supervisor.
  • Hold accountability toward the quality of implementation and make sure its applying with IRC standards and policies.
  • Attribute in protecting IRCs assets and staff by full compliance to IRC safety and security procedures and provide inputs to enable and promote a safe and secure environment for program implementation.


Human Resources Management:

  • In coordination with the Livelihood Officer and the Senior Livelihood Officer, lead livelihoods IWs in the field and provide updates on work plans and ensure proper allocation of tasks among IWs based on their capacities and experience.
  • Ensure all incentive workers have clearly defined performance objectives, their skills are built and improved, and all attendance sheets are submitted on time and accurately.
  • Conduct regular training and briefings to the field teams on relevant topics agreed upon with supervisor including IRC policies and procedures and job-specific responsibilities.
  • Ensure adherence to HR policies and submit leave plan, leave requests, and timesheets to the supervisor and HR accurately and in a timely manner.
  • Ensure IWs adhere to IRC IWs and program Policy. Enhance open communication and sharing of opinions and vision among team members.
  • Provide continuous feedback to IWs and provide support to improve weakness points or poor performance.
  • Support the Livelihood unit to evaluate IWs performance and build and strengthen their skills in the purpose of improving their interaction with beneficiaries and reactions in the critical situation to best represent IRC.
  • Immediately report to direct supervisor and the Admin Officer all issues related to missing/irregular signatures on timesheets, attendance sheets, beneficiary lists, field receipts, supplier invoices, etc.
  • Support on all recruitment and hiring of volunteers and incentive workers.

Qualifications

  • Institute Diploma, University degree or any equivalent.
  • At least 2 years of progressively responsible professional experience of Livelihoods
  • Previous experience in an emergency or conflict-afflicted setting is required.

Demonstrated Skills and Competencies:

  • Strong knowledge of smart devices, electronic data collection and Microsoft Office.
  • A commitment to IRCs mission, vision, values, and IRC Way Professional Code of Conduct.
  • Credible written, presentation and verbal communication skills; ability to convey information effectively and solid experience providing training and staff development.
  • Validated sense of professional discretion, integrity, and ability to handle complex situations diplomatically and to effective resolution.
  • Excellent management and interpersonal skills and a solid ability to promote harmonious/cohesive teamwork, in a cross-cultural context.
  • Validated ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional patience.
  • Highly collaborative and resourceful; ability to establish positive working relationships with senior level management and all other partners to maximize cooperation and productivity.
  • Curiosity, a desire to continually learn and develop is a must.
  • Analytical ability in creating effective solutions to complex matters while adhering to labor laws and internal policies.

Able to work under pressure and overtime.
