Job Summary

The Director of Enterprise Applications oversees the operations, personnel, projects, planning and budget for the Enterprise Applications Department, including responsibility for application life cycle planning, business intelligence reporting and security of enterprise data. Ensures continuous functioning of critical university systems. Leads, builds, trains, and directs a customer-focused team. Develops and directs performance goals for the department. Executes strategic initiatives. Coordinates use of technology across departments. The primary duty is the management of other managers, professionals, and support staff.

Job Description

Typical duties may include but are not limited to:

  • Responsible for the strategic alignment, long-term planning, and management oversight of the Enterprise Applications Department.
  • Reviews and manages department project prioritization. Sets departmental goals and communicates priorities internally and externally. Creates strategies for risk mitigation and contingency planning.
  • Supervises, mentors and evaluates employees, and makes staffing decisions to maintain optimum performance of job duties and department goals.
  • Creates annual reports and formulates the Information Technology (IT) Strategic Plan to drive change within the IT infrastructure and to increase operational efficiencies.
  • Translates strategic and tactical business plans into operational plans.
  • Responsible for the overall functionality and knowledge management of the systems, applications and servers of the organization.
  • Stays informed of new developments and technologies to innovate and advance the use of systems and applications. Advises senior administrators in implementing programs, new initiatives, and special projects.  
  • Represents the needs of the Enterprise Applications team in Business Continuity Planning, and is responsible for the testing and completion of the Disaster Recovery Plan. Ultimately responsible for reports on the security of the applications and data warehouse, and enforcement of security policy across all systems.
  • Responsible for maintaining and approving application and system related computing and compliance policies.
  • Manages the information assurance process, ensuring the availability, authentication, confidentiality, and integrity of user data.
  • Formulates and administers the annual operating budget.
  • Prepares and manages capital, expense, and project budgets for department internal and external customers, providing cost/benefit analysis as required.
  • Creates service level agreements (SLAs) and is accountable for system performance and reliability. Negotiates vendor contracts.
  • Work to support the business continuity goals of the university. Performs qualitative and quantitative risk analysis to minimize risk to the organization. Establishes acceptable recovery time objectives (RTO) and communicates them as part of overall risk management.
  • Responsible for ensuring that all programs, activities, and series comply with university, state, and federal regulations
  • Works collaboratively with other departments to determine needs and improve efficiency and effectiveness through the use of technology.
  • Serves as essential personnel and provides assistance in the event of an emergency on campus.

Additional Job Description

Required Qualifications:

  • Bachelor’s degree from an accredited institution in an appropriate area of specialization.
  • Eight years of systems analyst programming experience.
  • Relevant work experience indicating strong technical knowledge of programming and analysis, and senior or lead programmer experience. Experience with Business Intelligence technologies, and system engineering.
  • Experience with Business Intelligence technologies, and system engineering.
  • Any appropriate combination of relevant education, experience, and/or certifications may be considered.
  • Experience operating a personal computer and proficient with Microsoft Office (Word, Excel, Access, PowerPoint, Publisher and Outlook).

Preferred Qualifications:

  • Master’s Degree from an accredited institution in Computer Science, Information Technology, Business Administration, or related field.
  • Four years supervisory or management experience, including development of training plans and goals, hiring/termination and other staffing decisions, coaching and training employees, resolving employee and end user conflicts, coordinating and prioritizing activities and budgets.
  • Experience managing a department that provides varying levels of technical support to end users.
  • Experience reading code and programming in a variety of languages that might include PL/SQL, Java, C++ and shell scripting languages.
  • Experience with relational database design, especially using Oracle, SQL, and XML.
  • Experience supporting or working with Workday and Ellucian Banner and/or other software typically used to deliver services in a higher education environment.
  • Relevant experience in a higher education environment.

  • Ability to convey technical information to technical and non-technical users.
  • Ability to communicate effectively verbally and in writing to all areas of the University, and to vendors and service providers.
  • Ability to understand a wide range of information technologies used in a university, such as administrative computing software, database management, software development processes, and web development.
  • Ability to analyze, summarize, and effectively present data.
  • Ability to recognize, analyze, and solve a variety of problems.
  • Ability to monitor performance of direct reports to ensure compliance with policies, procedures, and applicable laws.
  • Ability to establish and maintain a good rapport with university faculty and staff, students, outside service providers, and the general public.
  • Skill using standard project management methodologies and project life cycle phases.
  • Skill in decision making by considering the relative costs and benefits of potential actions, and choosing the most appropriate one.
  • Ability to manage a budget and work within the constraints of that budget.
  • Knowledge of and the ability to interpret and apply related University policies, procedures, principles, and practices.
  • Advanced knowledge of management principles involved in strategic planning, resource allocation, leadership techniques, and coordination of people and resources.
  • Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules and regulations.
  • Knowledge of the principles, methods and tools for evaluating information systems security features against a set of security requirements.
  • Knowledge of architectural methodologies used in the secure design and development of information systems, including the physical structure and the systems’ internal operations and interactions with other systems.
  • Knowledge and general understanding of interface design and construction.
  • Proficient skills using a personal computer and Microsoft Office, Visio, and SharePoint software. Knowledge of operating systems such as Windows, Unix, and Linux.
