Overall purpose of the role:

The Supply Chain Officer (Logistics &IT) is responsible for the smooth operation of all logistics functions in Tel Afar office, Guesthouse, and all DRC Community centers in DRCs offices and centers in Telafar, Baaj, Mosul, Duhok and Sinjar are on a regular basis. Including management and maintenance of the warehouse, logs and admin stores, Assets, generators, internet, and IT.

Responsibilities:

Logistics and Maintenance:

  • Coordinate with Supply chain team leader, Supply Chain Assistant (Warehouse) to ensure that DRC facilities, assets and services are appropriately maintained.
  • Manage maintenance and repair of DRC Office, Guesthouse and all DRC Community Centers in DRCs offices and centers in Telafar, Baaj, and Sinjar are on a regular basis., including oversight of generators maintenance works.
  • Follow-up on Internet Service contracts of DRC Office, GH and Centers in Tel afar district; including tracking of start and end dates, preparing payments request, COC and raising relevant PRs for extension.
  • Manage maintenance of generators ensuring regular checks are carried out by a qualified technician.
  • Ensure that inventory and assets lists are maintained and regularly updated in ERP (Dynamics system) in line with DRC Operations Handbook and procedures.
  • Manage and renew all logistics related contracts, including contracts of handyman(s), fuel and diesel storage, stationary, office supplies, consumables and internet services.
  • Necessary document management of all contracts relating to properties, goods, and services.
  • In-country transport organization, including establishment of Long-Term Arrangements and liaising with Procurement team on development of frame.
  • Agreements for e.g. storage, transport and distribution as might be required.
  • Managing and liaising with HR/ Admin for central services such as maintenance, archiving, cleaning, and waste disposal.
  • Support the Fleet management to ensure the efficient management of vehicles, including the weekly movement plan.

Assets Management:

  • Inserting fixed assets, create assets location and manage lending and returning assets to north area field office staff in ERP (Dynamics system), to ensure proper use of assets and equipment.
  • Manage Inventory Return Journal and carry out adjustment to Tel Afar DRC Inventory Journal, as well as supporting he Northern area if needed.
  • Manage transfer order creation and transfer order receipt in ERP (Dynamics system).
  • Prepare donors assets, goods, supplies and inventory report with supervision of Supply Chain team leader.
  • To make sure that both online and off-line assets trackers are reconciled.

Warehouse and Stock Management:

  • Responsible for management of all warehouse and logs/admin stores in DRC North area office in line with DRC guidelines, with appropriate storage and documentation of assets.
  • Manage DRC logs, IT and admin stores, including receipt of release orders and issuance of consumables, supplies, to staff.
  • Provide support to program staff to ensure proper stocking of consumables and supplies across all DRC community centers in Tel Afar district.
  • Arrange delivery and transit of goods to and from DRC warehouses and stores, including assistance with delivery of goods to project sites according to DRC Operations Handbook
  • Manage supervision of the warehouse casual laborers.
  • Assist programme teams in the preparation of GRNs, transit and storage of tools and materials, and in tracking and inventory of programme assets.
  • Ensure all logistics related procurement are done in ERP (Dynamics system), when requested.

IT

  • Track and release all IT assets (laptops, computers, tablets, cameras etc) issued to North area staff.
  • Undertake basic maintenance and repair of IT equipment and software, and arrange external repair and maintenance as required.
  • Maintain internet for DRC office, Guesthouse and all Community Centers in Tel Afar district ensure internet speed provided is in line with contractual requirements, track usage and ensure staff and guests are able to connect to Wi-Fi.

Others

  • Supporting all Northern area on logistic and IT aspects when needed
  • Conduct duties in accordance with DRC Iraq programs Standard Operating Procedures (SOPs);
  • Conduct duties in accordance with DRC Code of Conduct.
  • Any other duties as may be assigned by the line manager.

Experience and technical competencies:

  • At least two years of experience handling logistics functions in the NGO or private sector.
  • At least one year of experience handling IT and warehouse functions
  • At least one year of experience asset management.
  • Experience working for a UN / Non-Governmental Organization preferred.
  • University Degree in information technology or other relevant fields.
  • Fluency in Arabic & English.
  • Excellent Microsoft Office skills, including excel, PowerPoint etc. Excellent communication and interpersonal skills, and demonstrated ability to engage with communities, authorities and other stakeholders.
  • Ability to work sensitively with vulnerable people, taking into account gender, age and diversity.
  • Demonstrated ability to collaborate and work as part of a team to achieve joint objectives, in a multicultural context.
  • Ability to act calmly in tense situations, handle sensitive and confidential information with discretion, and act with transparency and integrity.
  • Solution-oriented approach, with strong problem-solving and analytical skills.
  • Detail oriented, with ability to organise and manage information, plan and manage workload, priorities, and deliver to deadlines.
  • Willingness to work in the field and travel when needed.

Education: University degree/ preferably with IT background

Languages: Fluency in English, and Arabic.
