The Team Leader – Protection, under the direct supervision of APM/AM, and under the technical guidance of the Protection Coordinator, is primarily responsible for the quality implementation of DRC Protection interventions carried out by the DRC Kandahar Area Office. The Protection Team Leader is the direct supervisor of the national protection program staff and provides daily direction and guidance to project cycle management, proposal development, and implementation of activities. He/she is based in Kandahar with frequent travel to project field sites in Kandahar and neighboring provinces.

- With support from the Protection Coordinator and Area Program Manager, prepare monthly and weekly project work plans, and ensure timely implementation and achievement of set targets and to monitor progress.
- Contribute to the strategic direction of the DRC Protection program, in close collaboration with the Area Program Manager, for instance, initiating strategy planning meetings at field level, and supporting development of corresponding strategic documents.
- Support Area Program Manager to manage financial aspects of program implementation including spending plans, procurements plan and monthly budget monitoring.
- Ensure appropriate management of project documentation, including individual case files and databases, ensure timely and accurate data entry and records, and the highest standard of data protection and confidentiality.
- In collaboration with MEAL Officer conduct regular monitoring of field activities.
- Collect information on IDPs/returnees’ population movements and related protection issues.
- DRC is the co-lead of the protection cluster in the south; The protection TL is responsible for managing the protection cluster co-lead preparation, leading, and reporting and should have active participation in the protection clusters’ meetings.
- Make sure for self-orientation of DRC’s advanced core competencies and motivate the Protection team to demonstrate the DRC’s core competencies as well.
- Ensure capacity building of project staff and transfer key skills.
- Maintain transparency and accountability in Protection projects.
Staff Supervision:
- Support the recruitment and training of Protection staff for the Kandahar Area Office.
- Provide direct supervision, guidance, and support to the Protection team to ensure that activities are carried out in accordance with project work plans, relevant DRC, and donor requirements, and in coordination with relevant actors in the field.
- Undertake capacity and training needs assessment of Protection staff, carry out annual PADA for Protection staff.
- Ensure the Protection team’s compliance with DRC-DDG values and principles, code of conduct and safety procedures.
Partnerships:
- Support the selection, guidance supervision, capacity building, and monitoring of local implementing partner organizations.
- Provide direct support to DRC partner organizations in protection project implementation.
- In collaboration with the MEAL Officer, monitor partners’ activities in the field and provide technical support where needed.
- Collect partners’ monthly reports, review and provide feedback on quality and improvements.
Planning and Reporting:
- Collect daily and/or weekly activity reports from Protection staff and ensure all the data is recorded timely and appropriately in the relevant databases.
- Submit monthly progress reports of the activities to APM / Area Manager.
- Provide information and support in the drafting of project proposals, and internal and donor reports in English.
- Provide support with the translation of programme-related documents.
Coordination and Representation:
- Support Area Manager in liaising with Government authorities, humanitarian agencies, and beneficiary communities.
- Represent DRC in relevant coordination forums and meetings at the province level when required and communicate relevant information to Protection Coordinator and Area Manager.
- Coordinate on a regular basis with protection cluster in the south.
Training & Capacity Building:
- Under the guidance of the Protection Coordinator, design protection-focused training, develop training materials, and deliver training at the community level and for various stakeholders (government officials, NGOs, etc.), as well as to DRC-DDG staff and local partners.
- Perform other relevant duties, as needed, or requested.

Experience and technical competencies:
- Minimum 4 years of work experience in Protection, Child Protection, psychosocial support, human rights, or similar Protection-related programs.
- At least 1-year work experience in a project management position, including budget management and experience managing a team.
- Work experience with Afghanistan’s laws and/or Afghanistan judiciary system. Experience with informal justice systems is an asset.
- Proven ability to establish effective working relations with external stakeholders, including Government officials and community representatives.
- Experience delivering Protection-related training for colleagues, Government and NGO counterparts, and beneficiaries.
Education/qualifications:
- University degree in law, psychology, political science, or social sciences.
- Strong knowledge of human rights and Afghanistan’s national laws, Protection principles, and methodologies.
- Knowledge of displacement and refugee issues in Afghanistan, understanding of and commitment to humanitarian principles.
- Ability to set priorities and show initiative, to work independently and as part of a team.
- Strong analytical and problem-solving skills, and excellent negotiation, advocacy, and communication skills.
- Excellent interpersonal and communication skills. Positive, solution-oriented attitude.
- Strong computer skills including MS- Office
Languages:
- Good knowledge of English, ability to write reports, and represent in English-speaking coordination forums.
- Fluency in Pashto and good knowledge of Dari
