The New Staff Selection Policy will be launched on 1 January 2024. The launch of the Talent Management System (TMS) enhancement considering the new Staff Selection Policy will take effect on 1 March 2024. The system enhancements and related capacity building would require sustainable and high-level technical support to HR Practitioners and efficient communication with key stakeholders and PageUp on TMS related matters. Thus, UNICEF is seeking a consultant for developing TMS learning and capacity building package and to ensure excellent quality technical user support.
Scope of Work
This role will support the Digital Tools for People Team to:
- Develop and update the current TMS Learning and Guidelines Package for TMS administrators and end-users including Recruiters, Hiring Managers, and end-users (applicants).
- Develop briefing notes, and other forms of communication on TMS for review prior release and during the three months after the release.
- Roll out a streamlined capacity building set of resources to introduce the TMS system changes.
- Arrange training sessions for the different user types and share updated training materials.
- Maintain the knowledge base on TMS based on Frequently Asked Questions (FAQ).
- Manage and update the Digital Tools for People SharePoint Site.
- Design/develop/customize training materials and organize webinars or capacity-building sessions on new HR Digital tools launched by the Human capital intelligence section in 2024 (iMocha, new GSS platform, special projects platform) for the different user profiles.

Estimated Cost of the Consultancy & Payment Schedule
Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
Please indicate your all-inclusive (lump sum) fees in USD against the deliverables listed above. If there is a need for business travel, the travel costs will be covered by UNICEF separately. The office selects the individual based on best value for money.
Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.
Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in HR Management or IT is required.
*A first University Degree in human resource management, business management, international relations, psychology, computer science or another related field combined with 3 additional years of professional experience may be accepted in lieu of an Advanced University Degree. - A minimum of two (2) years of relevant experience in human resources in technology, including generic experience in talent management-related functions is required.
- Relevant experience in Human Resources System Management with a broad view of information system environment in an international setting or large corporation is required.
- Relevant experience in the development and delivery of learning, capacity building and transfer of knowledge strategies, plans and training programmes (including training materials) is required.
- Relevant system administrator experience in navigation and working with user records and reports and knowledge on industry best practices to design and/or implement system improvements is required.
- Relevant experience in data analytics and reporting is desirable.
- Prior experience working in the UN System or other international development organization is desirable.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
