Background

 

Oxfam Pilipinas is committed towards promoting accountable governance in carrying out transformative work with its partners. Along with the organization’s work to eliminate poverty and injustice in the country, Oxfam Pilipinas seeks to capacitate local civil society organizations in establishing community-driven social accountability initiatives. For Oxfam Pilipinas, social accountability (SAc) involves ordinary citizens, communities, or civil society organizations constructively monitoring and assessing public programs and services towards generating evidence-based information that can be used to constructively engage duty-bearers and decision-makers to improve public programs and services.

In recent years, Oxfam Pilipinas and its partners have integrated social accountability as a key component of its work sustaining initial efforts on building CSO capacities to monitor government initiatives and creating spaces for dialogue with local government bodies on issues such as local disaster risk reduction and management fund utilization, gender-based based violence referral system, and public infrastructure investments.

In line with Oxfam Pilipinas’ Monitoring, Evaluation, Learning and Social Accountability (MELSA) team’s strategic priorities and learning initiatives this fiscal year, the production of an audiovisual presentation around social accountability efforts of an Oxfam-supported project is being proposed. Particularly, the AVP is envisioned to capture the social accountability initiatives of the Strengthening Participation and Accountability through Civil Society Organizations and Engagement with Sub-national and National Government (SPACES) Project, which aims to enhance collaboration among citizens and local decision-makers towards adoption and effective implementation of local policies that help to reduce inequalities and accelerate post-pandemic recovery efforts.

Oxfam Pilipinas’ Monitoring, Evaluation, Learning and Social Accountability (MELSA) team, hence, intends to engage the services of a qualified and experienced AVP producer to develop an engaging audio-visual presentation on Oxfam Pilipinas and partners’ social accountability inititiatives.
This Terms of Reference outlines the objectives, scope of work, and timeline for this engagement.

 


Objectives

The AVP Producer is expected to produce a compelling 7-10 minute AVP that highlights social accountability initiatives and processes, including key findings and reflections around them, ensuring that Oxfam Pilipinas’, implementing partners’, and SAc participants’ inputs and insights are showcased in an impactful storytelling.

Scope of Work

The consultant is expected to provide the following services during the engagement:

  • Produce a 7 to 10-minute video highlighting identified Oxfam Pilipinas and partners’ social accountability initiatives/processes
  • Attend workshops and SAc-related events to record clips of Oxfam Pilipinas and partners’ social accountability initiatives
  • Review, edit, and include in the final product video clips of related social accountability processes
  • Ensure video documentation of identified social accountability initiatives/workshops/ events
  • Develop and finalize a storyboard and script with English translation  for the video material based on agreement, comments, and approval of Oxfam Pilipinas
  • Record and include a voice over and insert photos in the video where appropriate and as approved by Oxfam Pilipinas
  • Conduct interviews with Oxfam Pilipinas staff and partners as needed for the AVP
  • Draft and add English subtitles to the final video
  • Submit a draft version of the AVP for review and comments of Oxfam Pilipnas’ MELSA team and the Policy, Advocacy, and Communications Unit
  • Submit a final version with and without English subtitles that is approved and signed-off by Oxfam Pilipinas 

Target audiences for this proposed knowledge product includes Oxfam Pilipinas staff and program partners, MELSA officers and active citizenship/social accountability advocates in other Oxfam affiliates and country teams, citizen groups and networks in the Philippines and other countries practicing social accountability, social accountability and good governance champions among decision-makers in government, private sector, and donor agencies, public service providers, and youth groups in schools and Oxfam Pilipinas’ partner communities.  The consultant shall consider these target audiences in developing the AVP.

 

Period of Engagement :  January 12, 2024 until March 31, 2024
