The Operations Officer, under supervision of the Togo Program Lead, will coordinate the implementation of the Projects being directly responsible for applying his/her specialized conceptual knowledge and judgment to produce technical deliverables of the Projects. This task involves monitoring project plans, project outputs, project outcomes, timelines, budgets, and expenditures, organizing and participating in stakeholder meetings, and ensuring that project deadlines are met in a timely manner. The Officer ensures the project is in line with its objectives, develops comprehensive work plans, supervises the implementation team, attains project milestones, and effectively communicates outcomes to key stakeholders.
- This position is subject to the availability of funding.
Purpose:
- Understand the full project management cycle, manage against the established workplan, timeline ad budget
- Manage the effective implementation of the project, collection/submission of information for monitoring and evaluation (M&E) purposes, technical reporting and administrative reporting needs under the supervision of the country representative
- Develop and facilitate the implementation of a comprehensive monitoring and reporting system that tracks overall progress and the accomplishment of specific milestones in cooperation with the HQ Impact & Evaluation Unit
- Assist in the identification, selection and recruitment of staff and experts as required.
- Ensure that GGGI core values including safeguard policies are well implemented.
- Support a multi-disciplinary and cross-geography team of staff members, consultants, firms, and other experts and oversee the collaboration with an international Korean NGO sub-granted under the KRC Project.
- Provide administrative oversight and managerial support for executing the budget aligned with project activities
- Support and develop spin-off green employment opportunities for youth and women digital agripreneurs, including the design and setup of an innovative farmers’ digital agribusiness hub, potential additional resource mobilization to further accelerate the design of innovative financial products and services.
- Liaise between GGGI and stakeholders to identify and define project requirements, scope and objectives
- Oversee the quality of the results as well as the effective and efficient delivery of results.
- Support liaison with the CSA Regional Specialist for Africa/Landscape and Sustainable Forestry Regional Specialist, CSA Community of Practice/Sustainable Landscape or Forestry Community of Practice in HQ, and other CSA/Sustainable Landscape practitioners in the country and region to draw good practices and knowledge to inform programmin
Engagement:
- Work closely with universities, research and development institutions, and relevant partners identified in the shea and other relevant value chains such as (but not limited too) the Ministry of the Environment and Forestry Resources (MERF), Ministry of Agriculture, Livestock and Rural Development (MAEDR), the Togolese Institute of Agricultural Research (ITRA), the Technical Counseling and Support Institute (ICAT), Label d’Or, SSA, Korean Program on International Agriculture (KOPIA), Better-World Korea NGO, Korean Food and Agriculture Cooperation Initiative (KAFACI), farmers organizations and cooperatives, financial institutions, and the Municipalities where applicable.
- Lead the day-to-day communication with the key implementing partners in the ground and other development partners as FAO FFF projects, GIZ and GSA, to ensure alignment and complementarity and identify opportunity for cooperation when possible.
- Coordinate with GGGI experts and other divisions (legal, HR, Partnerships, Procurement, Korean Liaison Unit etc.) to ensure high quality and integrated delivery as One GGGI and compliance of the rules and regulations of GGGI and the funder MAFRA.
- Regularly updates and consults with the GGGI Togo Program Lead, to ensure and enhance project delivery.
- Consolidate a coherent curriculum of best-practices from GGGI/partner experts regarding the subject matters.
- Effectively manage the relationship with the donor partner-MAFRA by reporting on a timely basis and by presenting opportunities to participate in appropriate SL/CSA activities and outreach
Delivery:
- Produce GGGI Online Monthly Report for the project
- Produce quarter, bi-annual, annual donor reports along with annual financial statements
- Closely monitor the project cycle, proactively identify, and promptly flag potential issues related to delivery, quality, and timelines
- Organize project execution consistent with the Project objectives
- Ensure successful completion of the project deliverables detailed in the Project Agreement.
- Successful team management, ensuring GGGI’s core values are embedded in the delivery of the Project and making sure staff wellbeing is key for the implementation.
- Safeguards, Poverty Reduction, Gender, and Social Inclusion are key for this Project and need to be mainstreamed and/or applied in all deliveries and outputs.
- Responsible for timely monitoring and reporting relating to the Project by closely working with the Program Lead, Associate, and M&E Associate under the direction and guidance of the GGGI Program Lead Togo.
- Organize program activities including trainings, workshops, and knowledge sharing events, and support in the facilitation of these activities based on yearly/ biannual work programs and budget plans.
- Provide technical leadership to staff members/consultants and build capacity of internal staff, government officials where applicable, farmers and partners involved in the project implementation.
- Ensure the generation of evidence-based knowledge and information on CSA for the selected pilots.
Requirements Qualifications:
- Advanced academic degree in the field of engineering, agricultural science, Agroforestry, Sustainable Landscape/Forestry, or finance and/or a combination of engineering, agriculture, or economics.
- Fluency in English and Korean and excellent report writing skills are mandatory.
- Preferably 5-7 years relevant experience in policy, adaptation planning, Micro-Small Medium Enterprise engagement and/or project implementation in the sustainable landscape, agriculture (CSA), energy (solar) sectors.
- Minimum of two (2) years of living and working outside of their country/countries of nationality (periods of study, volunteer work or internship positions would not be included)
- Experience in identification, design, preparation and/or implementation of agriculture projects for developing countries or Africa.
- Experience in the solar energy/solar technology sector would be an advantage.
- Experience in day-to-day engagement with Government ministries and agencies. Experience in engaging with private sector actors, including investors and micro-finance institutions, other stakeholders (NGOs, civil society, community-based groups) would be an advantage.
- Experience of requirements and procedures of international financing institutions, bilateral donors/organizations, or multilateral organizations.
- Experience in project cycle management.
- Experience applying participatory approaches, gender, environmental and social inclusion safeguards.
- Experience working in developing countries or Africa is desirable. Experience in Togo is an advantage.
- Overall understanding of the concept of green growth and climate change vulnerability in the context of Africa.
