Main purpose of job:
The Finance Manager position is a key role and will have the operational responsibility for the British High Commission’s (BHC) Finance Section and line management and development of the finance staff. You will need to be a proactive leader who is well organised, with sound financial knowledge and experience. This role is fundamental to the delivery of an effective financial management framework for India Network posts and departments, with particular focus on precise and timely budgetary management. The role also entails a range of financial housekeeping, as well as local statutory compliance in respect of VAT recoveries, SAF, etc.

Roles and responsibilities / what will the jobholder be expected to achieve?:
Strategic Support (20%):
As a key member of the Corporate Services Section,
Ensure that the BHC finance operation runs smoothly and effectively. Provide timely and accurate strategic financial advice and support to stakeholders across the network. Provide meaningful monthly reports and analysis to the Senior Finance Manager. Work diligently to ensure that financial processes run well across the network, ensuring compliance with IIOD Finance Hub activities/calendar. Work actively with the Finance team to improve India Network monthly financial compliance scores.
Budgeting & forecasting (50%):
Co-ordinate, compile, review, and challenge data from budget holders and ensure timely submission of the forecasts and budget amendments.
Ensure timely annual budget allocations (Admin and Capital) are made available to budget holders and India Posts. Ensure regular and accurate budget monitoring and reporting. Ensure accurate budgetary forecasting in co-ordination with budget holders, with strict adherence to amendable budget/forecast calendars.
Lead, monitor and review all budgets (CBS Pay, Admin & Capital) with a view to promoting and delivering effective budget management, securing a full spend for the India Network so that end of year outturns is 100%.
Team management & development (10%):
Provide Admin support, identifying learning opportunities to improve individual and team performance. Develop a Finance team development plan. Ensure each team member has a personal development plan.
Manage, develop and motivate the BHC finance team to achieve personal and Section objectives. Emphasis being placed on team cohesion and cross functionality, so that business continues smoothly during any team absences.
Other (20%):
Act as a back up for the Senior Finance Manager, providing support on overall India network financial management.
Ensure you are knowledgeable about FCDO financial policy and processes. Keep up to date with any changes and developments, communicating any key issues across the India Network.
Ensure effective and professional liaison and co-ordination with Directorate, IIOD Finance Hub, GTPC Manila and India Network budget holders and CSMs on any financial issues, including changes and process/policy compliance.
Ensure all recoveries (e.g. debtors, BHC GST & VAT refunds) are timely and well managed, with regular monitoring and follow-up.
Prepare and coordinate information and activity for any audit visits (e.g. Internal Audit, NAO).
Developing appropriate external relationships with contacts (e.g. GST/ VAT officials, bankers, statutory organisations, colleagues in diplomatic missions).
Resources managed (staff and expenditure): 2 X EO & countersigning 2 AO officer.

As the successful candidate, you will be a well organised, confident manager, who actively develops yourself and your team. You will have good knowledge of accounting and finance and the ability to work comfortably and quickly with financial systems and reports. Having a working knowledge of the ERP package will be helpful. As a key member of Corporate Services team, you will provide support to India Network Senior Finance Manager on overall effective financial management of the India Network.
This role is expected to evolve as we complete the transition into one India network Finance team. Candidates should expect to be flexible and adaptable in taking forward this role as it emerges within the combined finance team.

For British High Commission candidates, the Country Based Staff BHC Terms & Conditions will apply.
For other than BHC candidates, salary will be all-inclusive of the salary range. The salary range for HEO grade is INR 121,533 – 159,703 per month plus 12% provident fund and 6% Superannuation Fund. The successful candidate will be offered a starting salary within one of these ranges commensurate with their qualifications and experience.
Additionally, the BHC offers a great benefits package that includes annual domiciliary medical cover, plus a Group Hospitalisation Scheme with INR 500,000 floater cover for your immediate family.
No relocation or any other related costs or assistance will be provided.
Please note – BHC does not deduct tax at source and employees are required to ensure that any requirements of local income-tax law are complied with in full. Employees who are not liable to pay local income tax on their Mission salary, e.g., some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
