The Facilities Management Officer reports to the Facilities Management Officer, CSLI. He/she collaborates with other CSLI managers. He/she acts independently in matters related to field projects. Supervision received is focused on the regular reporting on results and participation in strategic decisions for the service.

Key Results:

The Facilities Management Officer assists the Facilities Management Officer in the planning of activities related to management and monitoring of infrastructural and facility management projects in Decentralized Offices and provides technical backstopping. He/she responds to demands of Decentralized Offices for overseeing of the maintenance of the premises and services related to infrastructure upgrades and enhancements, for electrical, heating and air conditioning systems, security, energy savings, health and safety. In addition, he/she contributes to the implementation of the Corporate Environmental Responsibility Strategy related to field projects and Decentralized Offices. In addition, the Facilities Management Officer provides technical support and advice to headquarters’ projects, as needed.
Key Functions:
  • Conduct technical studies and develop guidelines and procedures for planning and streamlining administrative and technical processes of the field infrastructural projects;
  • If required, in cooperation with focal points in Decentralized Offices, provide support for the execution of construction and technical infrastructure work, carried out in the field, with due consideration for work safety and security laws and country standards;
  • Liaise with the security focal points at headquarters and Decentralized Offices, update procedures for works on field office infrastructure in accordance with local safety and security rules and regulations;
  • Liaise with the FAO Security Services (CSLS) and Decentralized Offices for the implementation of infrastructural security measures;
  • When necessary, travel to work sites for assessing technical requirements, preparing construction, bidding specifications and design, and monitoring work progress in compliance with design;
  • Prepare cost estimates for infrastructural field projects and monitor the budget for each project;
  • Prepare tender specifications for construction and maintenance services for field projects and provide support to monitor the execution of works;
  • When applicable release contractual performance acceptance tests by certifying quality and quantity of construction materials;
  • Assist in the preparation of the biennial budget;
  • Research and study application of new construction materials and technologies and development of improved methods and equipment, and develop actions with FAO staff and/or contractors in order to achieve cost savings;
  • Acquire working knowledge of headquarters practices in the field of construction and maintenance;
  • Assist in performing duties related to facility management of the headquarters premises;
  • Support corporate initiatives in accordance with the Corporate Environmental Responsibility Strategy to reduce emissions, increase efficiency and integrate sustainability;
  • Perform other related duties as required.
Candidates Will Be Assessed Against The Following:

Minimum Requirements:

  • Advanced university degree in engineering (civil/structural), architecture or related field.
  • Three years of relevant experience in facilities management, civil and technical maintenance and construction activities.
  • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).
