Strategic assessment of the evolving landscape for public, private, and philanthropic capital sources for climate in Southeast Asia

 

2. Summary of Job Description

Winning the battle for climate change in Asia and the Pacific will require trillions of dollars, not just billions. ADB, in Southeast Asia in particular, is increasingly playing the role of convener of public, private, and philanthropic actors in the climate ecosystem. This has led to the creation of innovative financing vehicles such as Pentagreen, the Energy Transition Mechanism (ETM), the Innovative Finance Facility for Climate in Asia and the Pacific (IF-CAP), and a number of blended finance vehicles. As the landscape for financing of climate continues to evolve, ADB sees a need to survey the existing landscape, identify emerging pools of capital and their investment criteria, and develop strategies for how different tranches of capital can be brought together (including with ADB’s own financial products) most effectively to address climate change. A particular focus will be on how concessional and philanthropic capital can be blended with commercial capital to crowd in private financing.

The intern would have two main deliverables:

(i) Conduct a strategic survey of the landscape of capital sources becoming increasingly available for climate change in the Southeast Asia region. This includes concessional capital from non-DMC governments, private capital in search of appropriate risk and rewards balances, and philanthropic capital that can be levered to crowd in private financing, or provide blended finance or project preparation support.

(ii)Make recommendations on how ADB, given its unique role in the region, can optimally play the role of convener to bring tranches of capital together most effectively for benefit of DMCs in Southeast Asia on climate change, and how ADB can utilize its own products and services to further enhance its impact.

 

3. Period of Assignment

Duration: 10-11 weeks

Timing: June 2024 onwards

 

4. Location

ADB HQ, Manila

 

5. Expected Outcomes

• Report and presentation covering the two activities mentioned above: strategic survey of capital tranches, and recommendations for ADB on how to optimally impact climate change using these different capital pools.

 

Qualifications

6. Education Requirements

Master of Business Administration or Master of Public Administration. Candidate must be currently enrolled.

 

7. Relevant Experience

Work experience in either management consulting or investment banking at a top-tier firm.

 

8. Other Requirements
